Police Report:
PCSO M Boyer gave the following report:
Anti- social behaviour was reduced by 6-2%
Overall crime increased by6.9%
However he did say that the P.C.Grey was being transferred. Instead there were to be 2 P'C's and one PCSO. However these were to work from Long Eaton; with the Sawley surgery being closed This caused consternation within the Council and the Clerk was requested to write to both the Chief Constable and the Police Commissionaire

143/12: Presentation of Accounts and Budget update These had been presented and discussed at the Executive meeting, which recommended their acceptance to the Parish Council. The recommendation was accepted by all members present and the accounts duly signed off. The Clerk also gave an update of the Precept budget and remaining, available, funds

This had been discussed at the Executive meeting, at which it was agreed that the precept, despite the fact the concurrent function may be reduced, would keep the precept at its current level. This was put forward to and accepted by all members present.

County Council Report:
a)The hedge on the walkway by the Draycott Rd Co-op has now been cut
b) Condition of pavement outside of Trent House, Wilne Rd. this is to be inspected. The pavements on Shirley St, Elvaston Av and Ladylea, are to be renewed in this financial year. Others to be replaced in the following financial year
c) Dog mess on Wilne Av. Following an inspection it has been agreed that a dog waste bin will be placed in this area.

Police Report:
PCSO M Boyer gave the following report:
Anti- social behaviour was reduced by 6-2%
There were in the last 6 months; 32 burglaries, 26 cases of shoplifting, 5 of car theft and 34 alcoholic related crimes. However, overall things are improving, although they may start to increase again, due to the forthcoming Christmas period. He did stress the importance of everyone keeping vigilant over the coming period and handed out copies of the Long Eaton Police News.
He was thanked, by all members, for his comprehensive report

1) The recurring situation re the ownership and responsibility of the Hedge on Tamworth Rd continues.
2) It has now been established that the hedge on Draycott Rd, outside of the School is the responsibility of the School.
3) A consultation is to take place re the proposal of a cycle/pedestrian lane on Lock Lane

Police Report:
P.C.Grey reported that both antisocial behaviour and crime, year on year has been reduced. The clerk, on behalf of the members, also thanked P.C. Grey for his continued good work in the community.

1) Height restrictor. The new sign has been welded on and, so far, has remained undamaged. A discussion was held as to whether the cross bar be removed, due to the damage. However, the majority were in favour of retaining it; to prevent the surface of the car park
2) Xmas tree. Although the old one is showing some signs of life, it was agreed that it should still be replaced, and the possibility of moving the old one, to a new position on the park be explored. 100/13: Presentation of accounts and budget. These were accepted by all members present

1) Car Park + Height restrictor. It has been agreed not to replace the damaged posts etc but as the height restrictor sign has also been broken, it was decided, that for legal reason this should be replaced. The clerk informed members that this has been put in hand
2) Xmas tree. This has been looked at by the professionals, and, despite the fitting of a watering system around the roots, there is the possibility of it not surviving in the form it is, if at all, especially as the leader has died at the top, meaning it will not grow any taller. It was agreed that a new Xmas tree be purchased and planted, at a quoted price of £290+vat. This to be planted in a flat area, between the notice board and entrance path. It will be dedicated to the memory of the Rev.Samuel Hay, who originally left the piece of land, to the people of Sawley for recreational purposes.
If the original tree does survive in some form, then an attempt will be made to move it to another spot.
3) The clerk informed members that the local Brownies/Guides have ontained a grant to help plant etc the new area behind the Co-op. There is to be a meeting on Thursday to discuss this

County Council Report: Cllr D Walton reported on the following
1) The replacement of the fencing on Draycott Rd Park can not be enforced until the work on the building is completed.
2) The discussed footpath between Sawley and Breaston is out of the question, due to costs
3) Footpaths on Wilne Rd that are overgrown are to be attended to
4) There is the possibility of having a cycle path on Lock lane leading to Trent Lock.
5) A request has been made that signs, in other languages, be put in place to warn lorry drivers of the low bridge.
6) Pavements in Sawley are to be prioritised for repair.
7) It has been confirmed that the hedge, on Draycott Rd, is the responsibility of the school.
8) A reply is still awaited in response to the hedge on Tamworth Rd.
Cllr R Woollford, reporting on the situation re parking on Mikado Rd, said that things are proceeding, but, very slowly.

Police Report:
Crime, year on year, had reduced by18

1) It was mentioned that the notice board, outside of the Community Hall is starting to look worn. The clerk was requested to obtain cost for this to be rectified.
2) It was noticed that the Lakeside car park was still locked at 10-30am on Sunday. The clerk was asked to follow this up. This follows the change in arrangements for the opening and closing of the car park

CHAIRMANS ANNUAL REPORT MAY 2013

This annual report is with regard to the 2nd year of the current session of Sawley Parish Council, May 2012 to May 2013.

Looking back through the minutes of Parish Council meetings for year 2012/13, Lakeside Park continues to be our most discussed item for one reason or another.
The most important Lakeside item was that as we looked at ways to reduce Parish Council expenditure we realised it was time to put out to tender the maintenance contract for the park and we were quite pleased with the result. Two alternative contractors quoted less than the then current one and after some wise checking of the finite detail we opted to change to Horizon Landscapes, a contractor also used by other Parish Councils nearby.
One stumbling block to be overcome to suit the new contractor who uses a larger machine to cut the grass was a requirement for a vehicular access gate from Anstee Road so as to remove the difficulties that have arisen on occasion by accessing the park through the Lakeside PRU. Horizon quoted a very reasonable price for this work and we now have those gates. Horizon has also been useful to us with other additional jobs since engagement.

After much discussion with Derbyshire County Council we have taken on the upkeep of what was a wild additional piece of land between the Co-op and the PRU which now forms part of Lakeside Park, Community Payback providing manpower to help clear this land and bring it under control.

Derbyshire County Council through its retiring County Councillor Cheryl Pidgeon provided the necessary cash to put a new surface on the car park and provide a picnic bench on the park, Horizon helping to secure materials and Community Payback doing the car park work.

Provision of a permanent Christmas Tree on the park was eventually brought to fruition after much in depth discussion about size, time of planting and actual location, this will improve as time goes by as it grows. It was fitted with Christmas lights after the Co-op was eventually and at the 11th hour persuaded to provide an electrical power source to use, our Parish Clerk deserves much praise for his part in those persuasive discussions!

Christmas itself was celebrated by our annual switch on of the lights on the tree we provide outside the Community Hall, ably assisted by the church and its choir, the lights being switched on by a Sawley School pupil - selected by winning a painting competition.

At the start of the year we must not forget we organised a Jubilee dance in the Community Hall, everything went well on the evening but we failed to attract many parishioners to the event. I think we have to accept that we should steer clear of organising dances in the future, we should note however, that because of a financial grant from Derbyshire County Council, the resultant loss was minimal.

Whilst on the subject of the Jubilee, we took advantage of Erewash Borough Council's Jubilee bench scheme and secured 3 benches for the parish.

Once again we called all interested parties together to organise the Sawley War Memorial Remembrance Service and set out a concise programme of the sequence of events so that it would run smoothly on the day, which it did.
So far as Sawley Parish Council is concerned I must once again thank our Parish Clerk for his additional hard work in making the ceremony go smoothly and Councillor John Hay-Heddle for being master of ceremonies to keep it all under control.

The Parish Precept: Despite careful management of our funds, the necessary expenditure to operate Lakeside Park was the main reason it was with great reluctance we had to increase the Parish precept on Sawley residents by £1000 per annum to £13,500 for the 2013/2014 financial year. This sounds a lot, but putting this into perspective it is only approximately 38 pence per year on a band "B" property. We will continue to look at ways to save money, the various grants from Derbyshire County Council, Community Payback doing work for us and changing our grounds contractor being a few things we have done during the year.

For the future:
We must continue to try and resolve the continuing debacle over who owns the Tamworth Road hedge between the main Road and the service road.

We must continue to investigate proposals to once again produce a Parish Newsletter which have gained momentum, however there are production and distribution issues to be overcome before this can go ahead.

We must this next Parish year not forget to arrange and hold our annual Parish Walk during September to check out footpaths within the Parish, it was unfortunately missed last year.

We shall also arrange for the fitting of a car park height restriction barrier across Lakeside Park car park entrance, we believe this will reduce maintenance on the car park surface by keeping large vehicles out.

Finally, as I have said on many occasions before, I would once again like to personally thank our Parish Clerk and R.F.O. Ken Johnson on behalf of myself and all Sawley Parish Councillors for all his continuing hard work during the year. As always, much of the work he has done has been above and beyond the call of duty, negotiating electricity with the Co-op, arranging the resurfacing of Lakeside car park, tendering for a new grounds contractor, sorting out the fitting of benches, to mention just a few. Without him Sawley Parish Council would not have operated so efficiently.

1) Picnic Table. This has now been fitted

3) Car Park. The gravel surface has now been completed. There was discussion over the effect of both Lorries and vans on he surface and the detrimental effect these have on the car park. It was agreed that a height restriction barrier be fitted. The clerk had already obtained details and prices for this. The restriction height to be 6ft 6" with the restriction height displayed on the barrier. On a vote, at which 8 agreed and 1 disagreed. It was decided to have the more substantial, so consequently more expensive one fitted. The clerk was asked to check with the insurance company, to ensure that everything complied with the Risk Assessment policy

Minutes of The Communications Sub-Committee meeting held at:Sawley Women's Institute Hall, Wilne Road, Sawley on Tuesday 2nd April 2013 at 7:00pm

1 - Attendance:

Parish Clerk: Ken Johnson. None received from Councillors - the Chair thought this odd, as he was sure other members had said they would be attending.

4 - A communication (in the form of a newsletter?) to Sawley Parishioners from The Parish Council:
The above was the subject for which the meeting had been called and requested to discuss - however the member requesting the meeting was not present.
The following are the notes taken during the discussion that took place, as there was no fixed agenda:

The Sub-Committee inspected a copy of "The Lakes Parish Council Newsletter" presented to the meeting. They noted that although labelled "July" it was full of items that were "annual" and Lakes P.C. covers a much larger area than Sawley. It filled 4 x A5 sides with 2 columns per page, it was an A4 sheet of paper printed both sides then folded in half.

Sub-Committee Members though it was an ideal size for a newsletter, but questioned whether we would have enough material to fill it? Photographs could be used as "fillers"!

The question was asked as to what do our neighbouring Parish Councils in Derbyshire, Leicestershire or Nottinghamshire produce - If anything. All Parish Councillors to be asked to look out for neighbouring Parish Newsletters and to try and obtain a copy if possible.

Sub-Committee Members considered that it was a good idea that there should be an information newsletter delivered to all Sawley parishioners.

A suggestion that we use a page (probably require payment or donation) in the Parish Church Magazine was thought good. But what was its circulation? Considered that circulation may be low.

Parish Church magazine was perhaps a place we should at least have dates of Parish Council Meetings with time and venue listed - Parish Clerk to be asked to enquire of the Church for possible inclusion of this information.

If we produced a newsletter - how frequently would we publish, not less than 6 monthly but more likely annually?

Someone would have to create and edit and present something for publication - An email had been received from Parishioner Alan Ireson offering to design something for us, he stated he was Communications Manager at Derby City Council. If we go ahead we could take up his offer. However, he would have to be supplied with the raw material. Someone would have to do that - Who?

Printing: How much would a double sided and folded in half A4 newsletter cost to print and produce - 3000 copies would be required. Parish Clerk to be requested to obtain rough costing from local printers.

Delivery: Parish Councillors had offered to deliver "a few" newsletters, that offer would not satisfy delivery to all 3000 Sawley households. It had been suggested that there was a delivery service available locally at a cost of £30 per 1000, which means in our case a total cost of £90. If this is true it was thought very reasonable. More information (confirmation of this cost) was required.

Meanwhile: Publication of Parish Council Agenda and Minutes - It was suggested these be affixed to the Parish notice boards, Cllr. Geoff Daxer volunteered to do this.

The Sub-Committee would reconvene when the answer to all the above unknowns was known.

1) Beech Hedge. It was agreed that, on the recommendation of the maintenance contractor, this hedge be reduced in height, therefore reducing the cost on future maintenance. This to be done at a cost of £200
2) Stump & root removal. The clerk had authorised this work, at a cost of £50, which, following the clearance work previously carried out, was causing potential trip hazards.
3) Picnic Table. This, including the car park repairs, is being done under the above donation. The clerk informed members that they were able to have a larger table than originally suggested, within the same price range, due to being able to obtain the stone for the car park at a lower price. 1) Maintenance Contracts: Three quotes had been sought and received. Premier Landscaping, Horizon Landscaping and The Dirty Wellies Gardening Company. After a long discussion and one failed vote it was agreed that, before any decision be made, the Clerk should clarify how their visit schedule compared. This would then ensure a fair comparison when looking at costs
2) It was also agreed that the grass on one of the raised beds at the War Memorial be replaced with decorative gravel
3) Proposal for gates off Anstee Rd. This is to allow access for larger mowers onto the park. It was agreed to accept the Horizon Landscapes quote and have the galvanised gates made and fitted

1) Lights. The Clerk has been assured that these will all be in place in time for the switch on. The clerk also informed members that the Co-op have now fitted power to their shop for the lights to be connected
2) Lights Switch on. The painting competition to choose the young person who will switch on the lights has taken place. Winner to be announced on the night. This will all take place tomorrow evening, Wednersday 5th December


125/12: Lakeside
1) Xmas tree. This has now been planted
2) Land behind Co-op. Whereas All agreement had been reached with D.C.C. over this . The clerk has been informed that D.C.C. does not actually own this plot of land. However, they will investigate this with the help of the Land Registry and will keep the members informed accordingly
3) Bulb Planting. Due to adverse weather condition this was postponed.

126/12: Cllr J. Hay Heddle. Complaint
This follows reports of adverse comments that had been made at an E.B.C. meeting. Cllr J Hay-Heddle proposed that a letter be sent to the relevant people reminding them of the care they should take in the comments they make. This was seconded by Cllr R Allen and with a vote of 6 fo, 1 against and 1 abstention it was agreed that this should be done.

127/12: Remembrance Sunday Feedback
It was agreed that this went gone well, with an excellent attendance. There were small points raised that will ensure an even smother event next year. These will be discussed at the next sub-committee meeting

128/12: Jubilee Benches
It has now been arranged as to where the three Jubilee seats, given by E.B.C. are to be placed. One on Lakeside playing field, one close to the Railway Bridge and the other close to the War Memorial.

129/12: Hedge, Tamworth Rd.
Following previous discussion re the reducing of the height of this hedge and the recommendation of consultation with the residents on the Service Rd. Before consultations took place it was thought advisable to ensure that the funds were available by the relevant Council to carry out this work. The clerk informed members that at this moment in time both Erewash Borough Council and Derbyshire County Council are denying ownership and that, until this is decided no further action can be taken. However, it was agreed that the Parish Council should continue to pursue this until a resolution has een achieved.

130/12: Parish Council Meetings, future venues discussion
The Clerk had been requested to look at other venues for the Parish Council meeting on a cost saving exercise. It was reported that a local Methodist Hall was available at a lower cost, with all the facilities required. It was agreed that the February meeting should be held there to assess its suitability.

1) Jubilee Bench. This has now been fixed in place
2) Land behind the Co-op. Although this was offered to the Parish Council it was felt that as no financial help for clearing the area was forthcoming from D.C.C the Parish Council was not in a position to take this on
3) Xmas Tree. This is to be planted on 3rd November. However there was a long discussion as to where it is to be placed. There was eventual agreement that a site meeting should be held tomorrow evening
4) It was stated that the maintenance contract, for both Lakeside and Draycott Rd Garden should be put out for tender. This was no reflection on the current contractor, but to comply with the Councils regulations

112/12: Land Adjacent to 5 Roosevelt Av. It was agreed that as this land is owned by, as yet, someone unknown the Parish Council is not in apposition, either legally or financially to take responsibility for this. It was noted however, that both D.C.C. and E.B.C are looking at the matter

3) Whereas a decision had been made on Concurrent function, this has now gone back to committee for further scrutiny.

It was agreed, by all members present, after a proposal by Cllr G Daxer, seconded by Cllr R Allen, that Sawley Parish Council accept the LGA code of conduct and that the Monitoring officer be advised accordingly

1) Lights. The clerk has had a meeting with the contractor to look at the light situation. They will forward on a report ASAP. The clerk has also written to the Co-operative H.Q to ask about their intention with regards to power in there shop, from which to feed the lights
2) Lights Switch on. It was agreed that a su-committee meeting should be held to organise this

84/12: Hedges.
1) Draycott Rd School Hedge. It was agreed that Sawley Parish Council should arrange to have this cut
2) Tamworth Rd Hedge. The Clerk has had a meeting, with a representative from E.B.C. to discuss this. Their suggestion was to cut it down to 5foot and then let it grow to 8foot. The members felt that maybe this was a little drastic and that the residents, on the service Rd are contacted before any work is carried out, as they would be the most affected.

1) Jubilee Bench. This will be fitted in early August
2) Land behind the Co-op. There are problems within this area. However before any action can be taken ownership must be established. The clerk is following this up

It has been agreed that Sawley be given 4 benches. 1x Railway Station 1x Haddon Way Park 2x Lakeside Park


87/12: Women's Institute Bench.
It was agreed that, should the Women's Institute, in Sawley, cease to exist, the Sawley Parish Council will take responsibility for the upkeep of this bench, on condition that it is not a wooden one.

1) Cllr R Allen had been elected as Chairman for the forthcoming Year
2) The main subject was that of the proposed Code of Conduct

The Chairman invited the following to speak for the next 30 minutes and stated that this was the only time during the meeting that the public could make comments on any item on the agenda or give information to the meeting unless by invitation.

County Council Report:

Police Report: Apologies sent along with the following.

Public Matters:
1) The hedge on Draycott Rd needs attention. It was agreed that this should be placed onto next months agenda
2) The Gully outside of the School, on Draycott Rd need emptying. Cllr D Walton agreed to follow this up.
3) Rubbish not being emptied. Cllr D Walton agreed to follow this up.
4) Vehicle parking on pavement on the corner of Twyford Rd and Hilton Close. Clerk to inform Police
5) Condition of Garden Plot between Tamworth Rd and Fairfield Crescent. Cllr D Walton agreed to follow this up.
6) Speed reminder on the bridges is still not working
7) Restricted bridge height reminder not working
8) Following repairs etc on Tamworth Rd The Drain outside of the Shaftsbury Club on Tamworth Rd is higher than the Rd, Thus the water is unable to drain away

A decision on this was postponed until the July meeting to give the Councilores time to digest the recommendation from NALC

69/12: Retirement of Brian Wood Chief Officer DALC
It was agreed that the Chairman would make a donation of £50 towards a leaving present and a letter of thanks be included

70/12: Cheque received from Derbyshire County Council, Via Cllr Cheryl Pidgeon.
A Cheque has been received from the above for the following. 1) Band cost for the Jubilee dance, 2) Jubilee bench for Lakeside Park 3) Help towards a Jubilee Tree for Lakeside Park.
The Parish Council wished to place on record its thanks to both of the above for this donation


71/12: Jubilee Dance & BQ
1) Feedback. Although the evening went well, there was disappointment at the low turnout. A vote of thanks was given to Cllr D Walton for his work on the BBQ and EBC cllr Jo Bonam for her time and effort in providing, free of charge, all the advertising material.
2) Accounts. When income and expenditure was taken into account the total cost to the Parish was £147.88

72/12: Lakeside
1) Jubilee Bench. With the donation from Derbyshire County Council it was agreed that a bench be ordered from Erewash Borough Council Who would both supply and fit at the agreed price
2) Jubilee Tree. It was agreed that all remaining money from DCC would be put towards the Tree. It was accepted that this may not be planted before October
