MINUTES OF THE SAWLEY PARISH COUNCIL MEETING HELD IN THE SAWLEY COMMUNITY CENTRE, DRAYCOTT ROAD, SAWLEY ON TUESDAY 23rd FEBRUARY 2010

REPORTS.

Derbyshire County Council: Cllr Bill Camm reported on the following
1) He has received may complaint from concerned residents over gritting on side roads during the bad weather. He assured everyone that there is an ample supply of salt etc
2) Concern has been expressed over the lack of lighting at Hathersage Av and is trying to have two light stands fitted
3) Double parking on Wilmot St has been causing a problem, however, with Police help this is now improving.

Constabulary: Antisocial behaviour is still a priority and spped checks are still being carried out on Draycott Rd

Public Matters: Concern was expressed that there is not enough signage to warn high vehicles about the low bridge

1) Matters raised from last meeting.
Following concerns raised at the previous meeting re play equipment on Haddon Way park Cllr Daxer gave the following report.
1) A new link path from the car park to the play area is to be installed. The same to be done at the New Sawley Park
2) The removal of the BMX ramp has not been agreed
3) EBC will be looking at the refurbishing (painting) of all the equipment'

b) D.C.C. Temporary Rd closure (Carriageway remedial work) this is to take place between 09.00hrs and 15.30hrs from 02 March 2010 to 05March2010. Between Sawley Rd, Breaston and Draycott Rd Sawley from its junction with Meadow Close Breaston to its junction with Repton Rd, Sawley
c) EBC Brass band competition. It was agreed that although this would be a good idea for Sawley lakeside Park this should be put on hold for the time being

558/10: Presentation of accounts and budget update
The Clerk presented the accounts and budget forecast up to December 09 these were accepted as a full and accurate statement by the full council

559/10: Standing Orders (re DALC10/2010)
There was discussion on certain points within this document and, following agreement on the following points. It was agreed that this should be accepted as the new Standing Orders for Sawley Parish Council,
1) Meetings. This should say that members of the public should be allowed to speak on any subject of concern within the Parish; not just that is on the agenda.
2) Financial matters. That work with a value of over £500 will require three estimates, unless agreed by full Council.

560/10: Model Standing Orders Training.
It was agreed that the clerk should attend this meeting to be held on 28th April

561/10: Planning. There were no concerns over the following
Applications: ERE/0110/0042. 27 Lakeside Av. Reserved matters application for the erection of one detached dwelling following outline approval (ERE/0709/0024) including layout, access, landscaping, scale and appearance

CD8/0110/187. Sawley Infants School. Small extension to existing car park. No objections

562/10: Sawley Lakeside Park. Proposed car park

The plans for above have now been passed however, it had been noticed that certain conditions were attached.

Following correspondence from the Architect and the potential cost to the Council, the said conditions should be dealt with in one go. To this end it was agreed that the Architect (as drawings are involved) should pursue this on behalf of the Parish Council. The cost, including EBC planning, should not exceed £350. If this is to be exceeded then this will need the agreement of the members

Derbyshire County Council: Cllr B Camm reported on the following
1) He is in the process of arranging repairs to the lighting on the Car Park by the Community Hall
2) Speed reminder signs are to be installed shortly.
3) He has been in touch with Highways over the condition of both the footpaths and kerbs on Wilmot Street

Constabulary: PCSO Paul Boss gave the following report.
1) Crime figures have been reduced by 40 from this time last year
2) Antisocial behaviour is starting to come under control and has now been reduced
3) There are to be 'Speed Check Area' placed on Draycott Rd within the next few weeks.

The members passed on their thanks for both the report and the results

This had been discussed at the Executive meeting which recommended it's acceptance to the Parish Council. The recommendation was accepted by all members present

534/09: Presentation of Accounts. These had been presented and discussed at the Executive meeting, which recommended their acceptance to the Parish Council. The recommendation was accepted by all members present and the accounts duly signed off.

535/09: Precept for 2010.
This had been discussed at the Executive meeting, at which it was agreed that the precept should remain unchanged at £11,000 and as such be recommended for acceptance to the full Parish Council. Its acceptance was proposed by Cllr J Hay heddle, seconded by Cllr G Daxer and accepted by all members present

539/09: Lakeside Park Grass cutting
It was agreed that the current contract should continue and be reviewed on a three yearly basis

540/09: Lakeside Park update
1) Car Park. This is still awaiting a planning decision.
2) Fencing. This has now been completed
3) Clerks contingency fund. It was agreed that the Clerk should have a discretionary fund of up £200 for any immediate work that may need attending to without having to seek approval. This would then be fed back to the members at the next meeting. This was proposed by Cllr J Hay Heddle and seconded by Cllr R Allen.

Derbyshire County Council: Cllr B Camm reported on the following

1) He is conducting an inspection of footpaths/pavements, Plant Lane is particularly bad
2) He is still in discussion with Highways re speeding on Draycott RD

Constabulary: Apologies had been given and the following report had been handed to the Clerk

a) There has been a crime reduction of 81.on year to date

b) CREST (Crime Reduction Enforcement Support Team) were on Draycott Road, Sawley 22/10/09 as a result of the Priority Profile for speeding -
3 Caught speeding (x1 given ticket), 9 Given Fixed Penalty Notice for not wearing a seatbelt, 13 Warnings issued.
Please note - The majority of those warned/fined were local residents.

c) Previous to this date x 15 advice letters have been sent out to addresses (Please see x 2 copies )

d) Derbyshire County Council have agreed to put up " Police Speed Check Area " signs along Draycott Road. A site meeting T.B.A will enable us to determine the best location for these.

Public Matters:

In response to the petition, on speeding, from the previous meeting. The resident concerned informed the members that he had received a reply from Highways stating that they were looking into the situation

1) Matters raised from last meeting.

Speeding on Draycott Rd. The clerk informed the members that he had received a call from Derbyshire Highways re speeding etc on Draycott Rd. He made the comment that a speed reminder sign may be available, but a speed camera would be unlikely.
With reference to the question of the Parish Council purchasing a speed camera, as per previous meeting. The Clerk had spoken to the Police who informed him that they have just received another hand held camera and suggested that we wait to see to what extent it is used on Draycott Rd. Then re look at it in the near future

5) Armistice Day. A meeting had been held on the 7th October to finalise the organisation as per the circulated minutes of that meeting

Cllr Mrs J Bartlett had attended a meeting of Derbyshire County Council Liaison Forum, on behalf of the Parish Council. This was the first meeting of its kind and is a way of working closely with Parish Council's. and it is intended that there should be two meetings a year.

This meeting was concerned about highways and lighting

REPORTS.

Derbyshire County Council: Cllr B Camm reported on the following.

1) In relation to Speeding on Draycott Rd. He is hopeful that a speed reminder sign may be erected on Draycott Rd (but no promises) He also accepted a petition from a member of the public re the speeding on Draycott Rd

Constabulary: P.C. Chris Grey.
1) Speeding is still of concern
2) Anti social behaviour is still a high priority
2) There is to be a surgery on Tamworth Rd on Wednesday 23rd September.

Public Matters:
A petition with 318 signatures was handed to Cllr Bill Camm, by a member of the public, to give to DCC in reference to the speeding on Draycott Rd. It was mentioned that concern, over speeding, has been going on for several years with no result.

With reference to new plans that are about to be submitted. It was realised that a fee of £335 was required to cover this. This was accepted and agreed upon by all members present.

c) Liz Blackman MP. Re queries on Lakeside park. This had been replied to by the Clerk
d) Sawley Charter Day invitation It was agreed that Cllr R Allen should accept the invitation, on behalf of the Parish Council, to officiate at the opening of this event.
e) Derbyshire Film. There are no film clubs in this area
f) Operation Relentless. This is a project where those doing community service work at cleaning the area. Places of concern had been requested.
g) Letter of thanks from Sawley Rector for the donation for the Church Hall alterations.

510/09: A Presentation of the remaining Precept Budget was given by the Clerk and accepted by all members present

511/09: Speed Camera
A suggestion had been put forward that the Parish Council should purchase a mobile speed camera, dedicated to Sawley for use by the Police. After some discussion it was decided to ask the Clerk to explore the various options, cost and expectations that may be involved in this.

512/09: MUGA update.
This has now been completed and there will be no requirements for future updates.

513/09: Lakeside Park update
1) Boundary fencing. The plans have been accepted. However, after one objection in which extra fencing was asked for, further costing has had to be made.
2) Car Park. The plans for this are being submitted tomorrow.
3) Waste bins. A dog and waste bin have now been erected at the Anstee Rd entrance

514/09: Parish Walk.
Due to some paths being closed due to the flood bank works, it was decided that this should be left until next year.

515/09: Biodiversity.
Cllr R Allen informed the members that there is o be a Biodiversity Partnership forum held at Derby University on October 24th if any one was interested.

Derbyshire County Council: Cllr B Camm reprted on the following

1) Sinkage of part of the Rd on Wilmot St. This is now in hand.
2) Speed reminder sign is still in the offing


Constabulary: PC Phil Day
He informed the members that he has now been transferred to Long Eaton and he inyroduced both his replacement PC Chris Gray and the new PCSO Laura Buchanan.

He also reported that the reported crime figures compared with this time last year was down by 32

PC Phil Day was roundly thanked by all present for both his hard work and contribution to the community of Sawley

The new Curate for Sawley Carollyn McDonald introduced herself and was warmly welcomed by all present

1) Matters raised from last meeting.

a) Borough & Parish Forum
b) Unpleasant smells in Sawley. Cllr Allen had attended a residents meeting to discuss this matter and made the following report. There had been a large turn out to cover the concerns of the disposal of Marmite waste on local land and the subsequent unpleasant smells. The outcome being that with the involvement of both the Council and the environment agency, waste disposal had now ceased and it was in the process of being ploughed in.

498/09: War Memorial Service: It was agreed that a meeting should be held of all relevant people to discuss and arrange for the smooth running of the Memorial service. The clerk was requested to contact people with the intention of organising a meeting sometime in September.

499/09: Parish Walk. It was agreed that a sub-committee should be raised for this. The following members agreed to be members Cllrs O Llewellyn, R Allen, G Daxer, B Knight. The Clerk to liaise for a convenient date for a meeting

Chairman's Report

Year 2008/9 has been a reasonably quiet year for the Parish Council, a year in which we actually saw projects started in previous years coming to fruition - well almost anyway!

On a personal note, I have enjoyed immensely my second year as chair of the Parish Council.

A Multi-Use Games Area, more popularly known as a M.U.G.A. was proposed for Sawley in 2007 and subsequently agreed to be sited on The Draycott Road Park: This project did start to cause us some concern during the year because some of the funding which had been gained to finance the project was conditional upon it being spent during the 2008/2009 financial year and there was a time when we believed that the M.U.G.A. could fail because of not being able to meet this deadline. However a sensible agreement was reached because construction was very imminent and would begin within weeks after the financial year end.
This meant that the funding would not be lost. Construction should by this meeting date have started.

It was mid 2007 that Derbyshire County Council first proposed that Sawley Parish Council take on the former Lakeside School Field as a public park. The proposal did seem to drag along for quite a while but eventually early during 2009 we took possession of the park. Unfortunately we are not yet in a position to fully open the park as such, though many people are enjoying access to it. A few weeks ago we agreed with Derbyshire County Council on the type and positioning of fencing to be provided by them with a contribution to the cost by us. The planning permission for this fencing should soon be completed and hopefully erection will begin very soon afterwards. There have been some problems with the proposed car park provision on which we are working towards resolving. Once these items are completed we can then move on to replacing the Tamworth Road fence, erecting notice boards and litter bins etc. and then declare the Park open. We have already taken on board maintenance of the field and also have a park attendant to keep an eye on it for us.

The Armistice Remembrance Service in November 2008 went reasonably well for the parts we organised and I must thank our clerk Ken Johnson and Councillor John Hay-Heddle for their hard work in making it happen and go smoothly. There were a few reservations about other parts of the service and to this end later this year we will have a meeting involving Councillors and others from interested parties in the community to iron out any difficulties and plan the event.

The Parish Precept: Careful management of our funds has meant we were very pleased to be able to reduce the Parish Council precept on Sawley residents to £11,000 for 2009/2010 financial year. With our new responsibility for Lakeside Park we will have to see later in the year whether we can afford to maintain that level.

Finally, I would once again like to personally thank our Parish Clerk and R.F.O. Ken Johnson on behalf of all Sawley Parish Councillors for all his continuing hard work during the year. Much of the work he has done has been above and beyond the call of duty. Without him Sawley Parish Council would not have operated so efficiently.

2) Standing order - The clerk asked for authorisation to set up a standing order of £50 for the peppercorn rent for Sawley Lakeside Park. This was duly given and the Bank mandate signed.
3) Fencing update. The plans have now been submitted for this along with a full tree survey. The latter being for future discussion

a) Car Park. This has been turned down by planning and an appeal is now being proposed. The Chairman felt that there may, in the near future, need to be an Executive meeting to discuss this.
b) Fencing. This has now been accepted agreed upon by the education department and work will start as soon as possible.
c) Feedback from Park Attendant. The level of waste does not seem to be diminishing, especially around the shops. The dog walkers seem to clearing up after the dogs.

Derbyshire County Council:
Cllr B Camm reported that he is in discussion with DCC re having an illuminated sign warning large vehicles about the low bridge at Sawley Railway Station.
DCC has turned down an application to have any form of restriction re access to either Harrington St or Victoria Rd.


Constabulary:
P.C Phil Day reported that the incidents of crime had reduced over this time last year by 40. However certain crimes are increasing due to the recession and there is an increase in violent crime.
A complaint about youths riding bicycles without lights and inappropriately was made and PC Day answered appropriately.


Public Matters:

1) A question was asked, by a concerned resident, as to whether the proposed car park on Lakeside would create any more water that could affect her drains. Assurance was given that as it would have a porous surface and that this will have been taken into account in the flood risk assessment.
2) The question of when the fencing on Lakeside would be erected was also raised. It was explained that it is in the hands of DCC and as soon as they agree it will be fitted.

It was agreed that a Sawley Lakeside Park sub-committee be formed and the following agreed to participate. Cllrs Rodney Allen, O Llewellyn, J Hay Heddle with the clerk also attending. It was also agreed that a site visit should be made in the near future to assess the placing of bins, signs and entrances etc

425/09: Land on Roosevelt Av.
This follows a request by the LARK residents to see if the Parish Council could acquire the spare piece of land at the bottom of Roosevelt Av.
After pursuing all avenues of enquiry and deciding that the cost of advertising was to great, it was agreed that, at this moment the Parish Council was unable to take this forward. It would re- look at this in the future.

426/09: Hilton Close / Haddon Way Park Entrance
This follows complaints from some of the residents on the proposed opening of a footpath onto Haddon Park. From which the Clerk had received several e-mails.
After a full and frank discussion was held and all aspects covered, it was decided that as this was not a Parish Council matter, all that could be done was for the clerk to write a letter, enclosing the copies of the complaints to the relevant department

Constabulary: PC Phil Day reported on the following;

1) The crime figures had fallen by over 50% from this time last year
2) Golf Project. The project of taking 10 local youths to the Golf club is going well


Public Matters:

1) The proposed entrance to Haddon Park from Hilton Close. This is to be put on the agenda for the next meeting
2) Concern was expressed over the opening of the fence onto Lakeside Park (whilst work is being carried out) As this is a current issue it was agreed that the clerk would see if anything could be done, for security reasons, to have this blocked during the evening.
3) The amount of dog fouling seems to be on the increase. Cllr R Allen said that he would take this up with the relevant authority.

1) There has been an increase in ant-social behaviour in the area and extra patrols have been put into force
2) The Youth services are looking at ways of helping the youth of Sawley to fill their time, especially at the weekends.

397/08: Presentation of accounts.
These had been presented and discussed at the Executive meeting which recommended their acceptance to the Parish Council. The recommendation was accepted by the full Council and the accounts duly signed off.


398/08: Precept 2009/10
This had been discussed at the Executive meeting, at which it was agreed that a reduction in the precept to £11.000 from £12.0000 be recommended to the full Parish Council. Its acceptance was proposed by Cllr R Allen, seconded by Cllr G Daxer and accepted by Council on a majority.


399/08: Lakeside Playing field
1) Acceptance of lease. The lease for the playing field was accepted by the full council and duly signed by the relevant members
2) Litter bins. It was agreed that two waste and two dog waste bins be supplied and fitted by EBC
3) Maintenance. It was agreed that the grass cutting etc should be carried out by Premier landscaping as per their quote and that the everyday general maintenance would be carried out by a local resident, who would invoice the council accordingly, at an agreed fixed sum.
4) Fencing. This is to be carried out by DCC
5) Public Liability Insurance. This will be at an annual insurance cost of £57.50

400/08: Adoption of DALC 47/2008. Freedom of Information Act New Model Publication .
This was duly accepted by the full council

401/08; Remembrance Service 2009.
It was agreed that a new sub- committee be formed to co-ordinate the 2009 Remembrance Sunday service it was also agreed that all relevant and interested parties should also be involved. The Clerk to co-ordinate. The Sub-Committee will consist of Cllrs J Hemsley (Chair) J. Hay-Heddle, B Knight and O Llewellyn.


402/08: Festival of Sawley 2009
This had been discussed at the Executive meeting with the following recommendations:
That the Parish Council would offer financial assistance up to £500 and that the Lakeside Playing field should be put at their disposal, free of charge. These proposals were accepted in full be all members present, with the proviso that this sum may be adjusted if necessary.


403/08: Standards Board report. Cllr Mrs J Bartlett

As a member of this board, Cllr Mrs J Bartlett gave an overview of the changes that have taken place in this area and the training that board members have been receiving, to prepare them for dealing at a local level with matters relating to the Code of Conduct. Particular mention was made of the need to increase the number of Parish Council members to 3 and that, as matters will be dealt with locally, the whole process will be quicker. Only in exceptional circumstances will matters have to be deferred elsewhere.

Cllr R Allen thanked her for the very precise and informative overview that covered a very complex issue in a way that was easy to understand

There followed a Public Forum meeting to discuss the future for Lakeside playing field following the proposed takeover by Sawley Parish Council

All residents within the area affected by Lakeside Playing Field were invited to attend the meeting to express their concerns and aspirations for the future of the playing field once the Parish Council have taken on the responsibility. Also present was a representative of Groundwork Erewash, with whom the Council hope to work.

Although there was a healthy exchange of ideas and concerns, they were mainly based around the following. (A) = members answer

1) Fencing to the back of the properties facing the park. (A) An assurance was given that this is in hand but that it is doubtful if it will be before Christmas. It is intended that the fencing will be at least 8ft high
2) Dog fouling and rubbish. (A) Once the park becomes the responsibility of the Parish Council it is intended that both rubbish bins and a dog waste bin be put in place. It is also hoping to find someone who will be able to take responsibility for keeping the field free from litter etc. At this point a resident said that he may be interested. Clerk to follow this up.

3) Concern was expressed over the placing of play equipment on the field. (A) There is no intention of placing any equipment (apart from small goal post) on the field.

4) Older youths creating a nuisance etc. (A) It is hoped that with the proposed MUGA for the Draycott Rd Park plus the other facilities within the area, that this should be kept to a minimum. However, this will be under constant review.

5) Entrances onto the park. (A) The intention is to have the main entrance at the front ,on Tamworth Rd. With a double gate ( the larger one locked) on Anstee Rd. This will then allow both the public and maintenance vehicles access.

6) It was also pointed out, by the Chairman, that the proposed car park is to be donated to the parish for the use of the community by a local business man.


The meeting ended at 8.40pm with an assurance that the Parish Council will continue to liaise with the residents, However if they have any concerns to contact the Parish Clerk.

Derbyshire County Council Report:

Cllr Camm reported on the following
a) Drains on Draycott Rd. There are 10 Gullies that are in desperate need of cleaning, particularly at the corner of Draycott Rd and Plant Lane. He has a meeting with the relevant dept on Wednesday to have this problem resolved
b) The illuminated speed sign, for Draycott Rd, is still in the pipe line

Police matters:

P.C Day reported that the crime figures for the past 12 months have decreased by 100.

He also introduced the 3 young men who had attended the Revolutions Motor Project, as sponsored by the Parish Council. They thanked the members for their support and gave an insight into what the project had involved. They also asked the members if they had any questions.

A request had been received for a donation towards the cost of erecting a War Memorial, in Belgium, for those members of the above regiment that had fallen in the wars. This request had been sent to all Parish Councils in the Notts/Derbys area. It was agreed by all members present that a sum of £50 should be made on behalf of Sawley Parish Council.

It was agreed that the clerk would contact the Buglers and request that they play at the War Memorial on Remembrance Sunday. He would also contact the Scouts, Guides and Vicar to ensure full continuity. Cllr J Hay-Heddle agreed to continue his involvement with the event

376/08: Lakeside Playing Field Update.
a) Car Park
b) Fencing. The Chairman and clerk are to have a meeting with a representative from D.C.C to discuss this on Thursday

1) Speeding on Draycott Rd. It has been agreed that a speed warning lighting system will be fitted once the actual location has been decided upon.

Matters raised in public participation:

1) The drains on either side of the extended pavement, outside of the School, have not been cleaned out; consequently they are filling with water when it rains. This also applies to the car park by the Community Hall. The clerk was asked to write and also request that he be informed when the work has been competed.

D.C.C. report: Cllr Camm reported on the following.

1) Harrington St. A request has been submitted for an access only sign to be erected. This is expected to be accepted by the Highways Authority. The only concern expressed was in regard to enforcement.
2) Hey St. A one way system is now under consideration by the Highways Authority.
3) An illuminated 30-mile an hour reminder sign for Draycott Rd is under consideration by the Highways Authority.
4) Speeding on Lock Lane is becoming a real concern and he is to keep a close eye on the situation
5) A question was asked of him in regards to the repairs in Hey Street. He informed the members that he was surprised that it had not been done and would look into it

a) Letter re Lakeside playing field. Correspondence has been received from Richard Mottram showing that he has followed up his previous correspondence to the Department of Education requesting that the field be transferred to the Parish Council
b) Hey Street one way proposal. It is being proposed that Hey Street be made one way and the Members are being asked for their opinion It was agreed that in the first instance Cllr Camm would canvass the local residents and back the findings to the clerk
c) Trent Lock feasibility study. A request has been made for ideas from the members as to improvements, for visitors to Trent Lock. It was agreed that all ideas would be channelled through the Clerk
d) Proposed Medical Centre. This follows a request as to the positioning of the proposed Medical Centre, with a view to the sighting of a MUGA.
e) Victim Support. Donation request. This was declined

350/08. Report of internal auditor

The Clerk informed the members that the internal audit had been successfully carried out and the following comments made.
1) Council must ensure that a Financial Risk Assessment and a review of the effectiveness of internal audit is carried out annually. Action: This was accepted and agreed by all members. It was agreed the Cllr J. Hemsley with the help of Cllr Daxer, be responsible for the Financial Risk Assessment.
2) Council must ensure that Executive minutes are approved by Full Council and the precept specifically approved by amount. Action: Although this was done in the previous year the actual amount of £12,000 was not mentioned in the minutes. It was agreed that this will be shown in future Minutes

353/08: Youth project (Revelation Motor Project)

P.C Phil Day runs successful a car maintenance scheme at Borrowash for 10 youth who he feels would benefit. He has proposed that of this 5 could come from Sawley, as mentioned in previous minutes. This would run from 28th to 31st July 2008 The cost, to the Parish, will be £250 to cover costs plus travelling, administration, insurance etc. All members present agreed and it was formally accepted that the P.C. would cover the cost of £250. A request was made that feedback was given to the members following the event

354/08: Review of Public Conveniences.

This is a report on the possible options for the future of public conveniences in Sawley. The ones situated at Trent Lock will be kept open, whilst those on Wilne Rd to be either closed or passed into the care of the Parish Council. A discussion was held over the merits of the closure However, there was universal agreement that the Parish Council was not in a position to take over the responsibility of the maintenance etc of these conveniences. The Clerk was to write to the relevant department informing them of the decision.

Chairman's Report

Councillor Owen Llewellyn, Chair of the Council.

Year 2007/8 started quite eventfully and finished off quite quietly.

I had followed closely the workings of the Sawley Parish Council since its recreation in year 2000 and became elected onto the Council in May 2007. At the Annual General Meeting I was nominated and elected into the office of Council Chair and I willingly accepted this challenge.

The Councils first problem to surmount was that it was one member short of its required number and so we set about to enact the co-option process to fill this vacancy. On investigation, myself and our clerk, found that the co-option process used on a previous occasion was now out of date with current requirements and I set about, with our Parish Clerks' help, to update the procedure which was in due course presented to the council where it was duly accepted and adopted. Our spare seats grew in number before we could fill the one vacancy we had by the unfortunate resignations of Councillor Clifford Housley and Councillor Graham Smith, we were spared the necessity of a by-election by the electorate sensibly not demanding one and Councillors were spared the necessity of a co-option selection meeting by the withdrawal of one of the 4 applicants for the 3 vacancies which left just 3 candidates for 3 empty members seats - which became duly filled.

A Multi-Use Games Area, or M.U.G.A. as it popularly known, has for some time been identified as a good idea and a requested facility by the youth of Sawley - confirmed at the Youth Consultation Day organised on Saturday 14th July 2007. The £70,000 funding for such a M.U.G.A. was finally confirmed during the year, £30,000 from our Capital Fund matched by £30,000 from Erewash Borough Councils' Sports and Development Lottery Fund and the shortfall of £10,000 from Derbyshire County Councils' Youth Service.

Early in the year we were approached by Derbyshire County Council with regards to taking onboard and adopting the former school playing field of the now closed Lakeside School in the Parish as a public park. As this was at the same time as the M.U.G.A. funding was coming together it was considered to be a good idea to site the M.U.G.A. on the Lakeside Field. However, Erewash Borough Council considered that they would prefer to site the M.U.G.A. on its own land - this being on the Draycott Road Park - and so it shall be. However, there is a delay in getting this project started due to the currently proposed development of a Health Centre on the part of Draycott Road Park to the rear of the Draycott Road Co-operative store. The uncertainties of the final detail of this means the M.U.G.A. must wait a short while so that its positioning on the park is not compromised by the Health Centre development and its associated car parking arrangements.

Meanwhile, the Lakeside Field Park proposal drags along, we have agreed in principle that we will take it on, though we have requested that Derbyshire County Council carry out certain security fencing works before we do so. We will initially have little or no funding to do anything with the park except cutting the grass. Derbyshire County Council is proceeding with developing the future use of the former Lakeside School as a Pupil Referral Unit, the construction of an associated small residential home for pupils who live too far away to allow normal daily attendance will encroach slightly into the field. The planning application for all of this has delayed the transfer to the Parish Council of the field but the proposal is now with The Department of Education in London for final approval. The latest news is that it should take effect in the summer.
I must take this opportunity to thank Councillor Jenny Bartlett for her involvement in the M.U.G.A. and Lakeside projects.

The Armistice Remembrance Service on Sunday 11th November 2007 went well and I must thank our clerk Ken Johnson and Councillor John Hay-Heddle for their hard work in making it happen and go smoothly.

Communications: There have not been any newsletters to residents in this past year, the reason is simple, the two big projects we are involved in at present, the M.U.G.A. and Lakeside Park, are both delayed by others over which we have no control. Soon there should be something to go out as the plans for Draycott Road are finally drawn up and the M.U.G.A. becomes a reality.

Precept: This has been kept at £12,000 for 2008/9 year and as things stand, even with taking on the Lakeside Field, it could remain at this level for at least another year or two.

Finally, I would like to personally thank our Parish Clerk and RFO Ken Johnson, on behalf of all Sawley Parish Councillors, for all his hard work during the year, much of it I would say was above and beyond the call of duty, without him we would not have operated so efficiently.

D.C.C. Report: Cllr Camm reported on the following.

1) The replacement of the pavements in Hey Street is now in hand.
2) Wilmot Street the pavements have now been replaced
3) Cllr Camm also reported on matters raised from the previous meeting,. a) Gravel from a house on Draycott Rd. It appears that this has now been swept clean. b) Bollard missing at Railway underpass. It would appear that this is actually a barrier and has now been reported to the relevant body.

Constabulary: P.C. Paul Day introduced himself as the new Community Police Officer for Sawley.
With regards to crime he informed the members that the crime figures had dropped considerably since January and that he is now looking at giving section 59 notices to any young rider caught on mini motorbikes.
He also mentioned a project he had been working on in his previous area, Borrowash, in which he has a designated area, for the youth that are interested, where they can work on car engines etc. He informed the members that some of the youth of Sawley could also be involved in this. A meeting of the Improvements Committee is to be called at which this idea is to be discussed.

Matters raised in public participation:

1) A delegation of the youth of Sawley attended the meeting and had chosen a spokesman to represent them. Their main request was for a MUGA on the Draycott Rd Park. They were informed that this was in hand and that as soon as the plans for the proposed Health Centre are finalised then the project could begin.
The Parish Councillors congratulated the spokesman and mentioned how pleased they were to see them at the meeting; The Chairman also invited the spokesman to attend the next improvements committee meeting, to be arranged shortly.
2) A question was raised over Lakeside Park; in particular the placement of signs that state it is a park but that there is no entrance. In answer it was pointed out that these signs were put in place by DCC and that although it was a anomaly, in that it is not an open park, there was nothing the Council could do, until a decision is made as to whether the Parish Council takes responsibility for it. At the moment this is still under consideration be the Department of Education

1) Updated the members on the proposed new accommodation building at Lakeside School, also mentioning that, following enquires, he had canvassed opinion in the surrounding area. He felt that one explained some of the publics concerns were expelled. However, if required he would arrange a consultation meeting with the residents.
2) He informed the Council that the condition of the pavements on Hey St is still causing concern and he is in the process of attempting to have this replaced.

Although there had been a meeting on the 17th March, there was nothing relevant to Sawley to report


2) Youth Improvements (re 328/08 (2)

With the return of Susan Brighouse, from sick leave, there has been a meeting of the youth day activity
Committee. It is hoped that the final edited DVD will be available shortly. Also in attendance was John Davies, detached youth worker, who spends time with the youth of Sawley. Being in touch with the youth, it was agreed that he will also try to elicit from them what they would like in Sawley.

It was suggested, by the members, that he should be invited to attend a meeting of the Improvements committee to discuss ways in which they could work together. The Clerk was asked to follow this up

Supplement. A question was raised over the Code of Conduct training.

Following the cancellation of the 27th would there be another opportunity for members to attend this training. The Monitoring officer has agreed to re schedule this and has asked for dates when members could be available in April. It was suggested that those members wishing to attend should inform the Clerk when they are not available and he will then forward this information to the Monitoring office.

1) The need for a dog waste bin at the Lock Lane end of the path that leads to Turner Rd. The Clerk had been asked to follow this up. He reported that a warden had been in contact and informed him that as it had not reached a required 60 points it did not warrant a bin, however it was pointed out by a member of the public that most of the mess had already been cleared by a resident. The clerk is to keep this on file

Under this section Cllr Hay Heddle informed members that the residents of Bradshaw St (privately owned) have formed a residents group and have raised the fund to have both the road and drains repaired, However, to prevent the unauthorised use of the road, they are to employ the use of a clamping company to enforce a no parking policy

Derbyshire County Council report:

Cllr Camm reported on the following.

1) Harrington St. Due to the width of the road he is attempting to have a weight restriction and access sign only installed, however there are concerns from DCC that this would be unenforceable. This is being re-considered.
2) Hay St. The condition of the pavements need immediate attention and he has passed this on to the relevant authority
3) Draycott Rd. The possibility of an illuminated speed warning site is being re looked at
4) Mikado Rd @ Roosevelt Av. The possibility of having residents parking only is still being considered

Police report:

P.C. Paul Taylor introduced himself as the new Police Constable for Sawley. His Sergeant also introduced a new drink breathalyser that they will be carrying to breathalyse underage drinkers they find causing trouble.

It was reported that all the money is now in hand for this project and that the next step is to be a consultation with the residents, to be held as soon as possible, to discuss the proposals.

307/08: Lakeside Playing Field.

The proposed long term lease of Lakeside playing field was discussed and the following proposals were made.
1) The clerk is to write the Corporate Resources Department and state that, in principle, the Parish Council is willing to go ahead with this
2) The Parish Council is prepared to offer £3.000 towards the cost of fencing along the field side of Hay Street
3) The Parish Council also agree that the PRU should have use of the field during the daytime
4) The kind offer of Mr Stylianou to build a car park (10 vehicles) and donate it for the use of the community be accepted with thanks

A presentation of the proposed precept and concurrent had been made at the Executive Committee where it had been accepted, with the recommendation that it be accepted by full council. This was duly done and accepted. There had been no increase in the precept but an increase of £1400 has been requested on the concurrent function.

There were minor changes to the above procedure that ensured both a better understanding and adherence to the procedure. This was accepted by all members present.

Cllr Camm reported on the following.
a) Gullies and drains. He is continuing, successfully, to ensure that the gullies and drains are kept clear. It was agreed that as this is one of his responsibilities any queries that came to the clerk would be forwarded to him.
b) M1 Motorway. There is to be a meeting on the work to be carried out on the M1, this is to be held at the Risley Hall Hotel on Thursday 25th October 2pm to 8pm.
C) Kingsley Crescent. The repair of the footpaths is on the list of priorities.

He was asked if there were any plans for the resurfacing of Tamworth Rd, he replied that this was, all being well, scheduled for 2008.

3) A question was raised over the siting of one of the polling stations. Cllr Rodney Allen and Cllr B Camm are following this up.
4) The condition of the trees etc by Haddon Way Park, on Draycott Rd, was raised. Although this has been raised before, as yet nothing has been done. The clerk was asked to chase up. He has been informed that this is now out for tender and will be kept up to date with any progress
5) A suggestion was made that a new 'Welcome to Sawley' sign be placed at the Harrington Bridges at that the Old Long Eaton sign be removed from Draycott Rd. The Clerk was asked to follow this up. No reply received as yet
6) Dissatisfaction with reply re Gullies and Drains. Clerk to write a reply has been received, this was discussed under Cllr B Camm's report

b) Cllr Mrs Bartlett gave an update on discussions held so far on the proposed MUGA and where it could be situated i.e. Lakeside or Draycott Road.
c) It was also mentioned that there is a Play Strategy group and Cllr Mrs Bartlett agreed that she would be the Parish Councils representative.

Police report:
1) Operation Relentless, in which all local officers target one hot spot, is to begin on October 1st
2) Burglary project is to be set up within the next few months
3) there has been criminal and car damage on and around the Wilmot street area. The public were asked to ensure that everything was safe and to keep their eye open

Matters raised in public participation:

1) The new bus stop, at the bottom of Draycott road, just on Tamworth rd has been damaged. The clerk was asked to write.
2) A complaint was received about the amount of rubbish under the hedges on Tamworth rd. The clerk was asked to write.
3) A question was raised over the siting of one of the polling stations. Cllr Rodney Allen said that he is following this up.
4) The condition of the trees etc by Haddon Way park on Draycott Rd was raised. Although this has been raised before, as yet nothing has been done. The clerk was asked to chase up

The Chairman announced the resignation of Cllr G Smith due to pressure of work. A vote of thanks was given for all his hard work and the clerk was asked to write to him passing this on.

266/07: Co-option of new members.

The Chairman explained the process that had to be gone through before co-option could actually take place. There had been 2 vacancies for co-option. With the resignation of Cllr Smith the process had to begin again for that vacancy. There were 4 applicants, which would involve interviewing all the candidates. However one withdrew, thus leaving 3 applicants for 3 vacancies for co-option, assuming that no request for an election was received by the 26th September. If no such request is received then those three, named as, Mr T Beard, Mr R Woollford, Mr B Knight, will automatically be co-opted and requested to attend the next meeting, to be held on the 23rd October, at which they will sign the acceptance of Office and take their position as Councillors

267/07: Report of the Clerk:

1) Matters raised from last meeting.

a) Concern was expressed over the lack of maintenance of both the drains and Gully's in Sawley; particular mention was made Kingsley Crescent. The clerk reported that he had received a letter stating that these had been inspected and no problems could be found.

The clerk was asked to reply stating that the council was not satisfied with its reply

b) There are no bus timetables at some of the bus stops. The Clerk was asked to write to the bus companies asking for their proposals. This has now been done

2) Communication received

a) A letter had been received asking that the Long Eaton sign, on Draycott road be removed so that only the 'Welcome to Sawley' remains' It was also suggested that a similar Welcome to Sawley' sign on be placed on Tamworth Rd at the Harrington bridges. The Clerk was asked to write to the authorities asking if this could be done

b) Parking, Mikado Road etc. An e-mail had been received accepting that there is a problem, however no solution had been put forward
c) A request for information from SFRA (other sources of flooding). Refer to environmental services
d) An invitation from Long Eaton Lions to their launch of 'Message in a bottle' has been received. Cllr Daxer offered to represent the Parish Council

269/07: DISC. War Memorial

DISC have suggested that the War Memorial be named 'George Williams Memorial' and ask that the Parish Council agree to this. This was unanimously rejected as it was felt that this would personalise it No slight was intended towards George Williams, but the memorial was for all those, from Sawley, who had died and therefore should continue to be called Sawley War Memorial.

270/07: Change of internal Auditor

The Clerk informed the members that the Internal Auditor has retired. He has found a replacement, Mr Barrie Woodcock, who also audits over 30 other Parish Councils. The Clerk asked the Council to agree on this, which they duly did.


271/07: Lakeside/ MUGA development. Cllr Mrs J. Bartlett

The Chair of the Sports Action Group had approached Cllr Bartlett re the Lakeside Playing field.
There is now a moratorium on selling playing field and as the school is closing Derbyshire County Council are looking at ways in which to develop the site. A suggestion has been put forward that Sawley Parish Council could be involved in this project and could even take it on on a peppercorn rent basis to provide a form of MUGA. This is only at the discussion stage however, the members were asked if this could be passed to the Community improvement committee to consider the potential. This was agreed, wholeheartedly by the full council and Cllr Bartlett was asked to confirm that the Parish is showing an interest.

272/07: Parish Plans. Cllr Mrs J. Bartlett

There is to be a training course, run by DALC, on Parish Plans. In October. Cllr Bartlett informed the council that she will be attending in order to assist her in completing the plans for Sawley. Cllr Bartlett also suggested that a member of the youth committee might like to go along with her. ,to see how the process worked.


273/07: P.C. Meeting date.

Cllr Rodney Allen has mentioned that the current meeting date of the last Tuesday in the month is inconvenient and questioned the possibility of changing the date. It was agreed that this would be discussed at a future date, when there was a full council.

Derbyshire County Council report:

Cllr Bill Camm reported that following several complaints over street cleaning and the apparent lack of cleaning of both the gully's and drains in the gutters he was having a meeting with the relevant authorities the following day. He also mentioned that he is particularly concerned with the state of Bradshaw Street and would also be discussing this at the same meeting

1) Concern was expressed over the lack of maintenance of both the drains and Gully's in Sawley, particular mention was made Kingsley Crescent, but it was agreed that it affected all of the area. it was claimed that they had not been cleaned for over a year and consequently were becoming blocked. This is of particular concern as this is in a flood area. Cllr B Camm is taking the issue to the relevant authority and the Clerk was asked to back this up with a letter

4) Concern has once again been expressed over the parking on the side roads of cars using the railway. PC Hanna also expressed concern that emergency vehicles would not be able to get through. Letter written in reply. Cllr Bill Camm is to follow up
5) Concern was expressed on a) the regularity of street cleaning and b) the lack of wardens monitoring dog fouling. This had been reported and assurances given

225/07: Election of Chairman and Chairman's acceptance of Office.

It was proposed, seconded and agreed, after a vote of 5 to 3, that Councillor O. Llewellyn be elected Chairman for the ensuing year. Cllr Llewellyn duly signed the Chairman's declaration of acceptance office, witnessed by the proper officer.
Cllr Llewellyn thanked Cllr Housley, the outgoing Chairman, for all his hard work during his term of office.

226/07 Election of Vice Chairman.

It was proposed, seconded and agreed that Councillor G. Daxer be elected Vic-Chairman of the Parish Council for the ensuing year

It was agreed that the Community improvement Committee should be split, in order that it may work on future improvements and that the Xmas lights and Xmas competition should have its own committee.

1) The Minutes of the Annual Parish Meeting held on the 23rd May 2006 were duly accepted as a true and accurate record


Chairman's Report

Since last year, the Parish Council has achieved several projects all of which have been of great benefit to the Parish. We have managed to provide funding for new windows for the Women's Institute, a new floor for the Scout Hut and funding has been secured for the new bridge and pavement extension project leading from Draycott Road to Haddon Way Playing Field. (I am aware that one or two other organizations have laid claim to achieving this latter project. However I must here reiterate that it is a purely Parish Council project taken from the Parish Capital Grant as were all the afore mentioned projects) With regard to the Parish Capital Grant there was a surplus of some £35,000 remaining after this listed expenditure. I am pleased to be able to report that we have managed to secure this sum of money by having it ring fenced and held over to put towards intended Youth Projects which will be outlined after the Parks and Open Spaces Review.
The Parish Council has paid for the making and erection of a new Village Sign and a number of its members have been extremely active in securing funding for the building of the new War Memorial and its adjacent site. The Parish Council have now adopted the War Memorial and henceforth will be responsible for its ownership and up-keep.
The precept has been maintained at £12,000 (at which sum it has been since the start of the Council some eight years ago with a drop in one year to £10,000 which having made the one off saving was returned to £12,000, This latter containment of the precept has been achieved by savings we have managed to make in various areas, examples being the changing of our insurers, realizing a 50% reduction (saving some £400), and in greatly reducing our administration costs by using Emails etc
The Parish Council has continued and even extended its display of Christmas decorations which appear to be greatly appreciated. Last Christmas saw an extension of the Christmas Lights Competition with both businesses and private houses taking part. We will perhaps be looking at new ways of involving people in our Christmas Competitions which may not necessarily in future revolve around the lights.
The Council has been working for some months with Derbyshire Rural Community Association with a view to involving the youth of Old Sawley in discovering and planning out what might be achieved in the near future for their benefit. To this end the Parish Council have instigated the setting up of an Old Sawley Youth Committee which it is hoped will come into being after the first meeting to be held here at 11am on Saturday the 12th May.
During the past year there have been various opportunities for the training of both Councillors and Chairman. We have had two members take up the offer of training and both attended the two session Chairman's course's, sadly no one attended the Councillors course which is a great pity and which is an opportunity lost to Councillors who could learn how they may improve their input into the parish Council.
The Parish Council News Letter will in future be put out twice a year and the next edition is planned to be going out shortly.
The Councils aim of all the above effort is to do all it can to bring a sense of belonging well-being and pride to all our residents no matter what age group they may fall into.
Finally, we have managed over the year to bring into the Parish for the benefit of all, some £21,000 of outside money which has been spent on the various projects outlined. With the £35,000 hold over towards the Parks and Open Spaces/Youth Project, we are in a good position for the coming year to continue the trend, however, we must diligently search out extra funding to enable us to move forward with improvements for the benefit of all within the Parish.

Cllr Mrs Bartlett, who attended the latest meeting, reported that they are loosing the CVS funding and are having to look elsewhere. Barbara James from Sports Action Group had given a talk and explained both what had happened over the Easter period and is planned for the future.
Cllr Mrs Bartlett also reported that due to circumstances, arising from a report by the treasurer, that DISC would be withdrawing their support for the Youth Consultation Day. This then led on to a discussion by the members, who expressed their disappointment and concern at this decision. It was explained that other alternatives have now and offers have come in from both Sawley Community Association and the Sport Action Group. It was decided that as the latter had all the systems in place they would be better placed to be the lead body. The Clerk was asked to thank the Community Association for their kind offer and support.

3)Sawley Youth Project.

Much of this was discussed under DISC. However, Cllr C Housley reported That the Youth consultation day will take place on Saturday 14th July. The next meeting to be held on the 2nd May. On the proposed Youth Committee Cllr C Housley reported that posters have now been placed in all possible outlets to advertise this day, which is to take place on the 12th May at the Community Centre.

213/07: Proposed change of Insurer's

The Clerk put forward the proposal the consideration should be given to a change of insurance company, which would give a saving of almost 50% This would include an increase with the Fidelity, as suggested by the Auditors.

Acceptance was proposed by Cllr J Hay Heddle seconded by Cllr K Miller and agreed by all members present, the policy to begin from 1st April. A cheque for £380.80 was duly presented and signed

215/07: Proposed Youth Committee:

A proposal was put forward that the possibility of setting up a youth committee should be considered. This would be a committee of 14-18year olds run by them and for them, to look at the needs of the youth of the Parish. The Council thought this was an excellent idea and should be explored further. To this end, it was agreed that posters etc should be designed and displayed, this would also be done with the cooperation of the local PCSO who has greater contact with this age group.

204/07. Harrington St / Victoria \st Parking

Cllr Hay Heddle expressed concern over the double parking and access to and from Harrington /Victoria Street. This followed an incident involving a large HGV becoming stuck.
The Clerk has written to all the emergency services for there opinion and it was agreed to refer this matter to the next meeting, when all the information is to hand.

205/07. Parks and Open Spaces review feedback

Cllr Mrs Bartlett and Daxer had attended a meeting on the above on behalf of the Parish Council and gave the following feedback.
They had found it very useful and informative with it being in the form of a workshop. Various topics and option were discussed, the main points being, that Quality, Quantity and Accessibility are some of the main criteria being looked at. The initial findings, that will include suggestions from the workshops, are expected to be presented in May of this year

Cllr Mrs J Bartlett reported on the meeting held on the 17th January. Several ideas had been put forward for the Youth fun consultation day. The dates for this have yet to be confirmed, but it is expected to take place in June/early July.The next meeting will take place on the 28th February.

Cllr Mrs J Bartlett had also been asked to inform the Parish Council that £2,000 has been put aside by the Sports Action Group for Sawley youngsters. This money has been made available from the Lottery Heritage fund.

There is to be an Environmental Day held at Long Eaton School on the 1st May, to which all are welcome

186/06: Repor the auditorst of

The Clerk reported that the Auditor had returned the Audit return. The only comment being that the Fidelity coverage is not enough. This is the same feedback as last year and the Council still feels that the safeguards in place are adequate and therefore there is no need to increase it. However this will continue to be monitored.

187/06: Proposed CCTV at Village Focal point.

It was felt that, due to cost, and position a CCTV camera was not necessary at this time.

188/06: DRCC Funding Information

Derbyshire Rural Community Council is developing a specialist funding service for Parish Councils. There is a charge of £25 per year for this information. There is a further charge for actual help in claiming for funding. However the Council, whilst agreeing that this was a good idea, decided to go ahead with the former only

The council expressed it's thanks for the news letter and agreed that it had been very informative. A discussion was held as to when the next one is to be published taking into account the timing of the Election. It was agreed that it should be late May to early June

!) It was reported that although all the Lights are up, there is still one section not working, The Clerk has been following this up and will continue to do so.
2) The Xmas lights competition judging forms will be ready on the 18th
3) There is to be a meeting of the Community Fund Committee on Tuesday 19th December, at which the requests for funding from the Parish will be discussed.

Youth Community Forum.

Cllr Mrs J Bartlett reported on a meeting held on the November. This is a new concept for Sawley and is being organised by the Derbyshire Rural Community Council, for the youth in the area. Although not being directly involved, the Council is being represented and it is felt that the Parish Council should be kept up to date on the progress. The aim of the project is to involve the youth of Sawley, from the ages of 9 to 19 and to show them what is available in the form of outside activities. This will involve all the relevant personnel who may have any involvement within this field. At this meeting various ideas and time scales were discussed, with the 18th December being the date arranged for the next meeting. And late March for the full activity day

MATTERS RAISED IN PUBLIC PARTICIPATION:

The destruction of a waste bin on Sawley Park and the smearing of dog excrement on the outside walls of the changing room was raised. The Clerk was asked to follow this up

Police Report:

PC Hannah informed the members that the expected PCSO's will now arrive later in the year, rather than October as expected. He also mentioned that there will be a roaming bus, during the next week, for detaining trouble makers in the area.
With regards to speeding on Draycott Road, he said that a speeding record box is to be placed on the Road to asses the extent of the problem
Following damage to the Diggers on the building site at Beresford Road a security firm is now in presence.

Derbyshire County Council:

Cllr Camm reported that work to narrow the road at the entrance of Repton and Wilne Road has now been completed. He informed the Council that he has approached the Borough Council with regards to the condition of the changing rooms on Sawley Park. He has suggested that the current one be demolished and a brick one built in its stead.
Cllr Camm also raised the point about traffic on Plant Lane and said that a sign, restricting traffic to access only, is being considered

173/06: Precept recommendation for 2007/8

The Precept recommendation was that it should remain at the same level as the previous
Year. Acceptance was proposed by Cllr J Hay-Heddle and seconded by Cllr G Smith, this was duly accepted by all members of the council.

174/06: Parish Capital fund.

Members were informed that the parish has a total grant of £50.000 that is available for set projects and that this is available until January 2007. Due to the Parks and Open Spaces review and the difficulty this presents to the Parish, re spending on projects. The Clerk was asked to write to the relevant department explaining the difficulty and asking for the money to be ring fenced

175/06: War Memorial Wreath.

Following on from the completion of the new War Memorial yhe Council was asked to agree that a Wreath be purchased, on behalf of the Parish for laying on Armistice day. This was unanimously agreed

176/06: Haddon Way Bridge.

The members were asked to confirm a recommendation that a bridge be built over the culvert, thus allowing safe access to the Park, this would, hopefully, be paid for out of the Parish Grant. The Clerk was asked to follow this up with the relevant departments.

They were also informed that the safety railings have now been installed.

177/06 Xmas Lights Competition.

It was agreed that the Xmas Lights competition should go ahead as last year. Details will be given in the Parish News Letter

178/06 Parish Plans.

Following on from the last meeting, in which Cllr Mrs J Bartlett's reported that she had received a copy of the Parish Plan for West Hallam, which she had found to be very useful,. In that it reaffirmed the need to hold a series of consultative events with residents, when preparing for such a plan. Cllr Bartlett had agreed to provide a draft questionnaire for approval at the next meeting, which was to be used as the first phase of our consultation with residents of Sawley,

This was duly presented and accepted and it was agreed that in the first inst. A copy should be sent out, on a random selection basis, to a group of housholds within theParish, with a stamp addressed envelope, for some initial feedback. It will also, in the near future, be placed on the Web Site

PC Hannah Sent a report for the attention of the Council. In which he reported on the following. Drugs crackdown in Sawley. 4 young people had been prosecuted for smoking cannabis in a public area. Anti Social Behaviour. The Police are continually monitoring and using anti social legislation. Halloween. Pc Hanna gave warning that anti social behaviour will not be tolerated and that there are available @no trick or treat signs are available. More Police Support There will be 2 new uniformed CPSO allocated to Sawley by the end of October.

1) Matters raised from last meeting.

a) Speeding concerns on Netherfield Rd. The Clerk reported that he had received a reply from the Authorities stating that they had considered road humps in 2003 but theses had been rejected by the residents. They felt there was little more they could do

b) Changing rooms Sawley Park. A reply had been received stating that this would be looked into. It was mentioned that since then the changing rooms have been set on fire. The Clerk was requested to write to the relevant authorities to a0 find out there intentions and b0 suggest the fence be continued all the way round thus protecting this area.

2) Communication received

a) Letter from Rev Peter Henry. The Clerk informed the Council that he had received a thank you letter from Peter Henry thanking the Council for the donation previously made

b) Re condition on the corner of Towle Street. an e-mail had been received about the condition of the area around Towle Street. The clerk has been in touch with the relevant authorities who are looking into it

c) Notification has been received that there will be a review of the polling stations. Following on from this the Clerk was asked to write for a breakdown and estimate of the castings to the Parish forthcoming elections (May2007)

d) From W.I. re donation: They have now obtained funding for the rest of the project and will let us know when the agreed grant will be required

Changes to Budget form: The Clerk explained the small changes he had made to the budget form, thus showing, in a clearer manner the amount of money available in the accounts

Cost saving - Agenda etc by e-mail. The councillors were asked if they would prefer the agenda.& minutes to continue to be posted or if would be happy with e-mails, this would realise a cost saving on expenses. This was agreed on the understanding that they would still have to be posted to those not on e-mail


160/06 Clarification of Minutes 134/06 paragraph 4. Donation to Outgoing Rector. The Clerk wished to clarify that this should have stated that the donation was made from the Chairman's allowance.

161/06: Transfer to S137 of £2350 The council were asked to approve that this amount be put into the S137, to cover a donation to the WI and DISC. This would come from the general account. It was duly passed by all members


162/06 Community Beat Officer.

The Clerk had been requested to contact the Chief Superintendent of Police, re the lack of visibility of the Local Community Beat Officer. This has been done and a reply received. This clarifies that PC Hannah will continue as the Beat Officer, but at times may have to be pulled off for other duties. It was also confirmed that he will be joined by two Police Community Support Officers and a Special Constable within the next few months

163/06 Haddon Way Playing Field entrance

Erewash Borough Council has agreed to erect a barrier at the entrance to this playing, at the expense of the Parish Council and to this end they have given a price of £432.00 plus VAT. This was accepted by the Council and the Clerk was asked to action ASAP


163/06 War Memorial Project:
Support, Adoption, Maintenance

It was agreed, by full Council, that at the completion of the Focal area for Sawley namely the Village Sign and War Memorial; Parish should both adopt and maintain it. This would make it the only area owned by the Parish, It was also agreed that in the future a maintenance budget, yet to be decided upon, will be put aside to cover this.

It was also agreed that a donation, up to £200 could be given to DISC, from S137, as support for the reception following the dedication of the memorial; this could be offset by any other donations received.

1: Communications.
The Parish Newsletter was presented and discussed. There were several proposals agreed upon. A)The current one would be put back for publication to November. B)That in future there will be two publications, one in May the other in November (unless one is particularly needed in between) C) if information needed for that publication is not in by the beginning of the particular month, it will be left out. D) The draft copy will be scanned by the clerk prior to printing, there will be no need for it to go before the full council ( this is to be reviewed after two publications i.e. May 2007)

2: Community Improvements

Cllr C Housley reported that Pride in Erewash had organised a litter pick in Sawley and that this had been carried out: last Saturday by the Church of Jesus Christ Latter Day Saints. The council extended it's thanks for a job well done and asked the clerk to write a letter of thanks.

Cllr Housley also brought up the idea of a youth shelter for Sawley Park. A short discussion took place and it was agreed that the clerk would look at the feasibility.

3: Executive Committee.

There was no report. However the Chairman asked that a meeting be called to discuss next years precept etc. this was duly arranged for 17th October 2006

4) Infrastructure Report feedback: Cllr J Hay-Heddle gave a general feedback on his work un this area and on his draft report, He stated that he is still awaiting for replies from other correspondences. The Chairman thanked him for the work he has done so far

Following on from the last meeting at which the situation of the Changing rooms, on the playing field, was discussed. It was agreed that although, as a Parish Council they could not help. that the Clerk should write to the relevant department re the state of same.

143/06: Sawley Community Sports Action Group. Cllr G Smith reported on the meeting he attended of this group on 7th June. He gave an update of the forthcoming events that would, hopefully, attract youngsters from all over Sawley. These will mainly be held over the July/August period. There will be a further update following the next meeting, which is to be held on 5th July.

144/06: Feedback on Infrastructure Action. Cllr J Hay-Heddle updated the members on the letters he had written so far. His request to write to the local MP, re this matter and, in particular, with the regard to instructions that the authorities are to ignore the future long term effects on the community. The Council gave him there full backing.

145/06: Outside bodies report:

DISC: - Cllr Mrs Bartlett. Next meeting 5th July

Parks and Open Spaces. Cllr Mrs Bartlett gave feedback on the meeting she attended re parks and open spaces. Points mentioned being that 1) both Haddon way and Peveril playing field had not been included, this has now been rectified. 2) The condition of the dressing rooms on the Draycott Road Playing field. It was suggested that this could be put before the Improvements Committee 3) The lack of lighting on these fields, which prevents there winter use. The discussion document should be completed early next year.
The Chairman thanked Cllr Mrs Bartlett for a most full and comprehensive report.

MINUTES OF THE SAWLEY PARISH COUNCILANNUAL MEETING HELD ON TUESDAY 23TH May 2006, AT THE SAWLEY COMMUNITY HALL

Chairman of the Parish Council - Cllr C Housley

This is the first report I have given as Chairman of the Parish Council and as such it is opportune to mention a few changes and improvements which have taken place over the year.
Our new Parish Clerk Mr Ken Johnson, has worked extremely hard at improving the service he provides us with by streamlining his office systems and also in taking every opportunity to attend training sessions. He is also now becoming quite computer literate in respect of Web Sites and he has agreed to take on the running of our Parish Web Site. We can be quite confident that Mr Johnson is a most capable and committed clerk to the Parish Council.
There have been a few changes with the format and seating of the Parish Council meetings which were designed once again to help streamline the meetings ensuring a smooth flow of information and discussion both from members of the public and between Councillors. In general these changes seem to be working and have been accepted.

This year has seen an increase in the Precept we set, of some £2000, which actually equates to a 20% increase. I would remind the Council that from the time the Council was formed, the precept was set at £12,000 and this was reduced to £10,000 when it was clear that at the time we were not spending the total amount, and it seemed unfair to continue to claim the £12,000. However, due to major increases in subscriptions, election costs and changes within the employment laws, we were obliged to raise the Precept bringing it back to the old level of £12,000 for this year. At this stage I should also perhaps point out that the majority of the Precept is pre allocated leaving very little for any new project and it may be that the future will see a rise in the Precept if the Council is to take on any further improvements within the Parish.

The total spend of the Parish Council this year on Projects has been £17,405 of which some £13.416 has been reclaimed from outside sources. The bank balance has seen a reduction of £3,989 from last year leaving us with £17,003 in the bank as at the end of March for the Financial year 2005/06. This outlines the hard work put in by the Clerk and various Committee members who have chased after and obtained outside funding, bringing money into the Parish. Without outside funding, we at present, could not become involved in projects costing large amounts of money.

I have already spoken of the training which our clerk has attended, but I feel it would be very remiss of me not to point out that of 11 (10) Councillors only 3 have taken advantage of any training. It must be then that we should look to a more committed approach to training in the future with many more of you taking up the vacancies on the various courses. Having attended courses I can assure you they are well worth the time and effort. We have a Training Budget, and it is available to be used.

There is much I could speak of in relation to Christmas Lights, Newsletters, Web Site, and completed projects, but feel that to do so, would be taking away the "bread and butter" from the various chairmen of the committees who will be reporting a little later on.

You will all have had a copy of the attendance sheet for the year 2005/006 and it makes interesting reading. However, I feel that anything below an attendance of 6, shows a lack of commitment to the Council and the roll of Parish Councillor and can only urge those with low number to make every effort to "as they used to say in the old school reports" !Do BETTER!

Chairman of Finance Committee - Cllr J Hay Heddle

The Finance Committee met twice during the year. The first meeting in Sept 2005 examined the half year financial situation, set the budget for the Financial year 2006 -7 for approval by Full Council and, considered applications for section 147 community improvement grants likewise. The second meeting, on February the 14th 2006, discussed making permanent the appointment of the Clerk, and various aspects of his terms and conditions of employment for approval by Full Council. It also considered a recommendation from the Auditor about the level of Fidelity Cover held by the Council, and whether our financial procedures were sufficiently proof against fraud and other malpractice.

Chairman of the Communications Committee _ Cllr G Smith

The Communications Committee met on several occasions throughout the year. Thanks to Cllr R U Seerious a Parish Council website was set up and this has proved both popular and informative. Working together, Cllrs Peter Aaonson, Seerious and Smith produced a Parish Newsletter which was distributed via the Long Eaton Trader to every house in the parish. Regular news items and photographs were sent and successfully published in the local media. A second Newsletter is planned for mid-2006.


Chairman of Community Improvements Committee - Cllr C Housley

The committee has met officially 4 times during the year 2005/06 and also on many occasions with various members whilst working on projects.

During the year we have been successful in extending the Christmas Lights, thanks to a grant of money from the Erewash Community Fund. The lights can now be seen throughout the length of Sawley. The Christmas Lights Competition was run this year with the inclusion of decorated houses (outside). Prizes were presented at an open evening at the Community Centre when mince pies and a hot drink were made available to all attending.

The barriers around the car parks leading onto the Haddon War Playing Field have at last been erected and once again this is an example of improvements which have been part funded from outside sources in the form of the Erewash Community Fund

The main project this year has been the improvements to the All Saints Church Hall which we agreed to part fund with extra funding being won from the Erewash Community Fund. On the completion of the improvements, the members of the Council were invited to attend an open evening at the Church hall The four who attended the evening were treated to food and drinks before being most sincerely thanked by the Rev Peter Henry on behalf of the Church Hall Committee.

Work of some description to create a proper entrance to the Haddon Way Playing Field direct from Draycott Road is in hand although some of the quotes are quite high. We will be looking again to see what other options might be implemented to the advantage of residents of the Parish.

We are committed to looking at some form of youth work within the Parish and various schemes have been put forward. A meeting is to be arranged with the Youth Work leading Manager of Derbyshire County Council, seeking information and advice. This will in the first place be a meeting with the Improvements Committee and if necessary we will arrange a second meeting for the full Council.

The Village Sign/War Memorial project is progressing. We have been in direct contact with Derbyshire County Council over the usage of the proposed site and they have agreed to its use for the project. Marshall's have agreed to provide and deliver all the bricks and slabs needed and we have just recently been told that our application to the Co-Operative Community Fund has been successful and they have agreed to donate £500 towards the project. A bid has been submitted to the Heritage Lottery Grants Committee for the funds to allow us to pay for the building work and we await with bated breath the results of that application.

A suggestion has been received that an information tablet might be well received in the Trent Lock Area telling of the past history of the area. This is to be progressed with locally interested parties at Trent Lock.


What of the Future

We have been informed that the sum of £25,000 has been carried over from the last financial year in the Erewash Community Fund and we are already looking to projects which will allow us to call down this money for the benefit of Sawley.

We are looking forward to other projects which will improve Sawley and should anyone have any ideas as to good sound projects which will benefit a majority of people we are always pleased to hear of them.

Delegate to DISC - Cllr Mrs J Bartlett
As the continuing Sawley Parish Council representative for 2005/06 I attended five of the seven meetings held by the Development Initiative in the Sawley Community (DISC) during the year. This included the Annual General Meeting held in June 2005 when Mr Brian Burkey took over as Chairman from Mr Eric Turner. DISC continues to be funded by means of a grant from Erewash PCT, subject to submission of annual reports detailing how the grant is spent for the benefit of the local community. After some early difficulties DISC has now negotiated insurance cover for holding public events, effective from July 2005.

Events supported during the year included:

· Participation in the Sawley Community Information Day held at the Sawley Community Centre on 19 May 2005, in conjunction with Erewash Borough Council
· An exhibition stand at Long Eaton Carnival on 22 May 2005, shared with members of the Walking Group
· A number of adult education courses provided locally by Broxtowe College. Attendance has continued to be good despite the introduction of course fees resulting from changes in government funding to colleges of Further Education
· A very successful Senior Citizens' Christmas Party on 15 December 2005 held at Sawley Community Hall
· Submission of proposals and costings to Sawley Parish Council for a village sign following a successful design competition held at the local school. The Parish Council is now actively engaged in supporting this initiative through to completion
· Funding to support sporting activities during the summer holidays in August 2005 and the Easter holidays in April 2006, arranged in conjunction with the Sawley Community Sports Action Group. Events took place at Sawley Women's Institute, Long Eaton School and the car park at Long Eaton railway station
· Financial support to the local police constable, PC Hannah, to provide football coaching for local youngsters which has been very well received by all those taking part


Delegate to Lakeside Infants School - Cllr J Hay Heddle

I attended most of the meetings of the School Governors during the course of the year, including a training day at Morley Hayes. I can report that the performance of the school in all aspects of its performance was either satisfactory or better than satisfactory. The year was marked by two events of great significance: first the head teacher, Mrs Fisher, retired last summer; second, faced with declining school rolls - a situation that I cannot help but wonder has not been, at least in part engineered as deliberate policy by the L.E.A. - the County Education Authority has started the process by which the school may be closed at the end of the school year, 2007. Given that the population of Sawley is set to increase markedly over the next 20 years or so as a result of all the house building activity permitted under recent Government planning guidelines, with a concomitant increase in population and demand for school places, I cannot but see this step as short-sighted. There is a series of meeting arranged by the L.E.A. at the school on 7th of June. I shall of course attend to put my reservations and those of the Parish Council.

131/06: Consideration for the creation of an Infrastructure Action Group

Due to the increased volume of both new and proposed housing it was felt that an action group was required to look into the potential long term problems that this could cause. It was therefore agreed that an Infrastructure Action Group be formed to report on this and it was further agreed that this should be run by Councillor John Hay- Heddle with the help of Cllrs K Miller and G Daxer. Cllr Hay-Heddle was also given permission, by the full council, to both write and speak, on their behalf in regard to this matter

The latest update on Haddon Way is that as it stands the bridge proposal is too expensive and an alternative is currently underway with the input of Derbyshire County Council

The proposal for youth involvement is going ahead, with an invitation to the Youth Community Officer for Derbyshire to attend the next Improvements committee meeting.

Cllr Camm Discussed the proposed closure of Lakeside School and stated that he would fight against it's closure all the way


As the meeting was about to be closed a question was raised from the floor re the imminent departure of the Rector. The Chairman allowed this and the meeting re convened.

The forthcoming departure of the Rector was discussed with great sadness as it was felt, by all present, that he had been both a great support and asset the community. As he is taking up a teaching post, it was felt that the Council would like to show it's appreciation by making a donation towards his needs for his new vocation.

It was therefore proposed, by Councillor G Smith, that a donation of £150 be made this was seconded by Cllr G Daxer and carried by the full Council

POLICE REPORT:

PC Hannah Sent a report for the attention of the Council. In which he reported on the following. Drugs crackdown in Sawley. 4 young people had been prosecuted for smoking cannabis in a public area. Anti Social Behaviour. The Police are continually monitoring and using anti social legislation. Halloween. Pc Hanna gave warning that anti social behaviour will not be tolerated and that there are available @no trick or treat signs are available. More Police Support There will be 2 new uniformed CPSO allocated to Sawley by the end of October.

a) Speeding concerns on Netherfield Rd. The Clerk reported that he had received a reply from the Authorities stating that they had considered road humps in 2003 but theses had been rejected by the residents. They felt there was little more they could do

b) Changing rooms Sawley Park. A reply had been received stating that this would be looked into. It was mentioned that since then the changing rooms have been set on fire. The Clerk was requested to write to the relevant authorities to a0 find out there intentions and b0 suggest the fence be continued all the way round thus protecting this area.

a) Letter from Rev Peter Henry. The Clerk informed the Council that he had received a thank you letter from Peter Henry thanking the Council for the donation previously made

b) Re condition on the corner of Towle Street. an e-mail had been received about the condition of the area around Towle Street. The clerk has been in touch with the relevant authorities who are looking into it

c) Notification has been received that there will be a review of the polling stations. Following on from this the Clerk was asked to write for a breakdown and estimate of the castings to the Parish forthcoming elections (May2007)

Changes to Budget form: The Clerk explained the small changes he had made to the budget form, thus showing, in a clearer manner the amount of money available in the accounts

Cost saving - Agenda etc by e-mail. The councillors were asked if they would prefer the agenda.& minutes to continue to be posted or if would be happy with e-mails, this would realise a cost saving on expenses. This was agreed on the understanding that they would still have to be posted to those not on e-mail


160/06 Clarification of Minutes 134/06 paragraph 4. Donation to Outgoing Rector. The Clerk wished to clarify that this should have stated that the donation was made from the Chairman's allowance.

161/06: Transfer to S137 of £2350 The council were asked to approve that this amount be put into the S137, to cover a donation to the WI and DISC. This would come from the general account. It was duly passed by all members


162/06 Community Beat Officer.

The Clerk had been requested to contact the Chief Superintendent of Police, re the lack of visibility of the Local Community Beat Officer. This has been done and a reply received. This clarifies that PC Hannah will continue as the Beat Officer, but at times may have to be pulled off for other duties. It was also confirmed that he will be joined by two Police Community Support Officers and a Special Constable within the next few months


163/06 Haddon Way Playing Field entrance

Erewash Borough Council has agreed to erect a barrier at the entrance to this playing, at the expense of the Parish Council and to this end they have given a price of £432.00 plus VAT. This was accepted by the Council and the Clerk was asked to action ASAP

163/06 War Memorial Project:
Support, Adoption, Maintenance

It was agreed, by full Council, that at the completion of the Focal area for Sawley namely the Village Sign and War Memorial; Parish should both adopt and maintain it. This would make it the only area owned by the Parish, It was also agreed that in the future a maintenance budget, yet to be decided upon, will be put aside to cover this.

It was also agreed that a donation, up to £200 could be given to DISC, from S137, as support for the reception following the dedication of the memorial; this could be offset by any other donations received.

1: Communications.
The Parish Newsletter was presented and discussed. There were several proposals agreed upon. A)The current one would be put back for publication to November. B)That in future there will be two publications, one in May the other in November (unless one is particularly needed in between) C) if information needed for that publication is not in by the beginning of the particular month, it will be left out. D) The draft copy will be scanned by the clerk prior to printing, there will be no need for it to go before the full council ( this is to be reviewed after two publications i.e. May 2007)

Cllr C Housley reported that Pride in Erewash had organised a litter pick in Sawley and that this had been carried out: last Saturday by the Church of Jesus Christ Latter Day Saints. The council extended it's thanks for a job well done and asked the clerk to write a letter of thanks.

Cllr Housley also brought up the idea of a youth shelter for Sawley Park. A short discussion took place and it was agreed that the clerk would look at the feasibility.

3: Executive Committee.

There was no report. However the Chairman asked that a meeting be called to discuss next years precept etc. this was duly arranged for 17th October 2006

4) Infrastructure Report feedback: Cllr J Hay-Heddle gave a general feedback on his work un this area and on his draft report, He stated that he is still awaiting for replies from other correspondences. The Chairman thanked him for the work he has done so far

DISC: - This was given by Cllr J Hay-Heddle He stated that the items covered at the meeting have already been covered at this one i.e. Sports activity for the young, Village sign and memorial and concerns over the infrastructure within Sawley

The Chairman asked Cllr Mrs J Bartlett how the Parish plans were progressing. A general discussion followed in which she said that she had received a template from West Hallam PCT which has found very useful. A full report will be given to the council in the near future. The Chairman thanked Cllr Mrs J Bartlett for the work she has done so far

MINUTES OF THE SAWLEY PARISH COUNCILANNUAL MEETING HELD ON TUESDAY 23TH May 2006, AT THE SAWLEY COMMUNITY HALL

Chairman of the Parish Council - Cllr C Housley

This is the first report I have given as Chairman of the Parish Council and as such it is opportune to mention a few changes and improvements which have taken place over the year.
Our new Parish Clerk Mr Ken Johnson, has worked extremely hard at improving the service he provides us with by streamlining his office systems and also in taking every opportunity to attend training sessions. He is also now becoming quite computer literate in respect of Web Sites and he has agreed to take on the running of our Parish Web Site. We can be quite confident that Mr Johnson is a most capable and committed clerk to the Parish Council.
There have been a few changes with the format and seating of the Parish Council meetings which were designed once again to help streamline the meetings ensuring a smooth flow of information and discussion both from members of the public and between Councillors. In general these changes seem to be working and have been accepted.

This year has seen an increase in the Precept we set, of some £2000, which actually equates to a 20% increase. I would remind the Council that from the time the Council was formed, the precept was set at £12,000 and this was reduced to £10,000 when it was clear that at the time we were not spending the total amount, and it seemed unfair to continue to claim the £12,000. However, due to major increases in subscriptions, election costs and changes within the employment laws, we were obliged to raise the Precept bringing it back to the old level of £12,000 for this year. At this stage I should also perhaps point out that the majority of the Precept is pre allocated leaving very little for any new project and it may be that the future will see a rise in the Precept if the Council is to take on any further improvements within the Parish.

The total spend of the Parish Council this year on Projects has been £17,405 of which some £13.416 has been reclaimed from outside sources. The bank balance has seen a reduction of £3,989 from last year leaving us with £17,003 in the bank as at the end of March for the Financial year 2005/06. This outlines the hard work put in by the Clerk and various Committee members who have chased after and obtained outside funding, bringing money into the Parish. Without outside funding, we at present, could not become involved in projects costing large amounts of money.

I have already spoken of the training which our clerk has attended, but I feel it would be very remiss of me not to point out that of 11 (10) Councillors only 3 have taken advantage of any training. It must be then that we should look to a more committed approach to training in the future with many more of you taking up the vacancies on the various courses. Having attended courses I can assure you they are well worth the time and effort. We have a Training Budget, and it is available to be used.

There is much I could speak of in relation to Christmas Lights, Newsletters, Web Site, and completed projects, but feel that to do so, would be taking away the "bread and butter" from the various chairmen of the committees who will be reporting a little later on.

You will all have had a copy of the attendance sheet for the year 2005/006 and it makes interesting reading. However, I feel that anything below an attendance of 6, shows a lack of commitment to the Council and the roll of Parish Councillor and can only urge those with low number to make every effort to "as they used to say in the old school reports" !Do BETTER!


Chairman of Finance Committee - Cllr J Hay Heddle

The Finance Committee met twice during the year. The first meeting in Sept 2005 examined the half year financial situation, set the budget for the Financial year 2006 -7 for approval by Full Council and, considered applications for section 147 community improvement grants likewise. The second meeting, on February the 14th 2006, discussed making permanent the appointment of the Clerk, and various aspects of his terms and conditions of employment for approval by Full Council. It also considered a recommendation from the Auditor about the level of Fidelity Cover held by the Council, and whether our financial procedures were sufficiently proof against fraud and other malpractice.

Chairman of the Communications Committee _ Cllr G Smith

The Communications Committee met on several occasions throughout the year. Thanks to Cllr R U Seerious a Parish Council website was set up and this has proved both popular and informative. Working together, Cllrs Peter Aaonson, Seerious and Smith produced a Parish Newsletter which was distributed via the Long Eaton Trader to every house in the parish. Regular news items and photographs were sent and successfully published in the local media. A second Newsletter is planned for mid-2006.


Chairman of Community Improvements Committee - Cllr C Housley

The committee has met officially 4 times during the year 2005/06 and also on many occasions with various members whilst working on projects.

During the year we have been successful in extending the Christmas Lights, thanks to a grant of money from the Erewash Community Fund. The lights can now be seen throughout the length of Sawley. The Christmas Lights Competition was run this year with the inclusion of decorated houses (outside). Prizes were presented at an open evening at the Community Centre when mince pies and a hot drink were made available to all attending.

The barriers around the car parks leading onto the Haddon War Playing Field have at last been erected and once again this is an example of improvements which have been part funded from outside sources in the form of the Erewash Community Fund

The main project this year has been the improvements to the All Saints Church Hall which we agreed to part fund with extra funding being won from the Erewash Community Fund. On the completion of the improvements, the members of the Council were invited to attend an open evening at the Church hall The four who attended the evening were treated to food and drinks before being most sincerely thanked by the Rev Peter Henry on behalf of the Church Hall Committee.

Work of some description to create a proper entrance to the Haddon Way Playing Field direct from Draycott Road is in hand although some of the quotes are quite high. We will be looking again to see what other options might be implemented to the advantage of residents of the Parish.

We are committed to looking at some form of youth work within the Parish and various schemes have been put forward. A meeting is to be arranged with the Youth Work leading Manager of Derbyshire County Council, seeking information and advice. This will in the first place be a meeting with the Improvements Committee and if necessary we will arrange a second meeting for the full Council.

The Village Sign/War Memorial project is progressing. We have been in direct contact with Derbyshire County Council over the usage of the proposed site and they have agreed to its use for the project. Marshall's have agreed to provide and deliver all the bricks and slabs needed and we have just recently been told that our application to the Co-Operative Community Fund has been successful and they have agreed to donate £500 towards the project. A bid has been submitted to the Heritage Lottery Grants Committee for the funds to allow us to pay for the building work and we await with bated breath the results of that application.

A suggestion has been received that an information tablet might be well received in the Trent Lock Area telling of the past history of the area. This is to be progressed with locally interested parties at Trent Lock.


What of the Future

We have been informed that the sum of £25,000 has been carried over from the last financial year in the Erewash Community Fund and we are already looking to projects which will allow us to call down this money for the benefit of Sawley.

We are looking forward to other projects which will improve Sawley and should anyone have any ideas as to good sound projects which will benefit a majority of people we are always pleased to hear of them.

Delegate to DISC - Cllr Mrs J Bartlett
As the continuing Sawley Parish Council representative for 2005/06 I attended five of the seven meetings held by the Development Initiative in the Sawley Community (DISC) during the year. This included the Annual General Meeting held in June 2005 when Mr Brian Burkey took over as Chairman from Mr Eric Turner. DISC continues to be funded by means of a grant from Erewash PCT, subject to submission of annual reports detailing how the grant is spent for the benefit of the local community. After some early difficulties DISC has now negotiated insurance cover for holding public events, effective from July 2005.

Events supported during the year included:

· Participation in the Sawley Community Information Day held at the Sawley Community Centre on 19 May 2005, in conjunction with Erewash Borough Council
· An exhibition stand at Long Eaton Carnival on 22 May 2005, shared with members of the Walking Group
· A number of adult education courses provided locally by Broxtowe College. Attendance has continued to be good despite the introduction of course fees resulting from changes in government funding to colleges of Further Education
· A very successful Senior Citizens' Christmas Party on 15 December 2005 held at Sawley Community Hall
· Submission of proposals and costings to Sawley Parish Council for a village sign following a successful design competition held at the local school. The Parish Council is now actively engaged in supporting this initiative through to completion
· Funding to support sporting activities during the summer holidays in August 2005 and the Easter holidays in April 2006, arranged in conjunction with the Sawley Community Sports Action Group. Events took place at Sawley Women's Institute, Long Eaton School and the car park at Long Eaton railway station
· Financial support to the local police constable, PC Hannah, to provide football coaching for local youngsters which has been very well received by all those taking part


Delegate to Lakeside Infants School - Cllr J Hay Heddle

I attended most of the meetings of the School Governors during the course of the year, including a training day at Morley Hayes. I can report that the performance of the school in all aspects of its performance was either satisfactory or better than satisfactory. The year was marked by two events of great significance: first the head teacher, Mrs Fisher, retired last summer; second, faced with declining school rolls - a situation that I cannot help but wonder has not been, at least in part engineered as deliberate policy by the L.E.A. - the County Education Authority has started the process by which the school may be closed at the end of the school year, 2007. Given that the population of Sawley is set to increase markedly over the next 20 years or so as a result of all the house building activity permitted under recent Government planning guidelines, with a concomitant increase in population and demand for school places, I cannot but see this step as short-sighted. There is a series of meeting arranged by the L.E.A. at the school on 7th of June. I shall of course attend to put my reservations and those of the Parish Council.
