3/12: Open Session:
The Chairman invited the following to speak for the next 30 minutes and stated that this was the only time during the meeting that the public could make comments on any item on the agenda or give information to the meeting unless by invitation.

County Council Cllr Mrs C Pidgeon sent her apologies and the following report
1) Work has now started on resurfacing Tamworth Rd.
2) Once again the speed reminder on the bridges is not working and, having been told that they were waiting for a spare part. Has requested that D.C.C report back when this is completed
3) There have been several complaints' about the state of the pavements in Sawley. This has been reported to DCC to action as soon as budget allows
4) There is to be a consultation, by DCC on the future of Youth Services in Derbyshire. With the possibility of closer of some of the facilities. Cllr Pidgeon suggested that members should consider going onto the website ti express their opinions.

Police Report:
Crime was reduced, year on year from 76 to 27
ASB was reduced, year on year, from 678 to 664


Public matters :.
!) It was reported that work on the pedestrian lift, at the station, has now started.
2) Following an earlier request it was fed back that there are26 footpaths in Sawley
3) A letter had been received suggesting that we have a Jubilee beacon. This had been forwarded to all members and the decision has been made that, due to its situation, Sawley is not an appropriate place to have one.
4) It was asked if the Parish Council could do anything about the dangerous exit from Roosevelt Av. The Clerk was requested to follow this up with a letter to DCC Highways.
5) There is to be a fund raising event by all the Churches , both in Long Eaton and Sawley, on the 3rd March. With refreshments at All Saints Church.

It was agreed that this item should be postponed until the new financial year

9/12: Notice Board
A vote of thanks was given, by all members, to Cllr T Beard for the excellent repairs he had made to the Parish Notice Board

10/12: Xmas Lights
Two letters had been received over the Xmas lights, one stating that they were very poor this year and another that the Switch on was not very well attended etc.
It was agreed that with regards to the lights they did not come up to the standard of previous years, even taking into account the lack of electricity to one set of lights. The Clerk informed the members that the contractors had been contacted and a reduction in cost had been arranged. The following points were agreed upon.
1) The clerk should contact other Parish Councils to discover which lighting contractors they use
2) A permanent Christmas Tree be planted on Lakeside Park, this will be in addition to the regular one outside of the Community Hall, and decorated each Year.
3) A meeting should be held two months prior to the switch on and the Hall booked as soon as possible.

11/12: Reports of the Sub Committees:

2: Community Improvements: It was agreed that a meeting be held, within the next 4 weeks, to discuss and plan out the arrangements for the proposed Jubilee dance in June

Cllr Mrs Cheryl Pidgeon reported on the following
1) That a memorial tree etc had been planted at Long Eaton Town Hall in remembrance of the late Cllr Bill Camm
2) Concern over parking on Mikado Rd and Anstee Rd by commuters using the trains
3) Yellow lines have now been put down outside of the School on Wilmot St
4) The ongoing discussion, over the future of the footpath between Osmaston and Hathersage Rd, is still ongoing, with no resolution in sight at the moment.

Police Report:
PCSO Laura Buchanan reported that year on year
a) Burglary was down by 10.2%
b) Criminal damage was down by 23.8%
c) All crime was down by 0.4%

2) Speed reminder on the bridges and Height reminder on Tamworth Rd. Cllr Cheryl Pidgeon reported that she had reported the speed reminder which was subsequently repaired. However it has now stopped again. She had also brought up the question of the height reminder but DCC were happy with the way things were

2) Correspondence:
1) Dog mess within Twitchel area of Shirley St & Wilne Rd. This has now been resolved with the fixing of a bin
2) Free Tree Scheme. The Clerk informed the Members that he had ordered 2x English Oak and 2x Holly trees for Lakeside

791/11: Precept 2011.
This had been discussed at the Executive meeting, at which it was agreed that the precept, due to changes within the precept accounting, should be increased to £12.500, which is an increase of £1500. It was noted that there had not been an increase in the last 4 years. It was recommended for acceptance to the full Parish Council. Its acceptance was proposed by Cllr b Knight, seconded by Cllr R Allen and accepted by all members present

These had been presented and discussed at the Executive meeting, which recommended their acceptance to the Parish Council. The recommendation was accepted by all members present and the accounts duly signed off. The Clerk also gave an update of the Precept budget and remaining, available, funds.

794/11: Lakeside.
1) Car Park Chain and Lock The clerk informed members that he had purchased a lock and reflecting strips, for the chain. Also a sign stating that the Car Park would be locked at 9.00pm, regardless of cars parked. This was now in full effect
2) Guide/Brownies planting. The planting of trees etc has now been completed and filled one corner of Lakeside.
3) Removal of fence. The clerk informed the members that a portion of the metal fence, between Anstee Rd and Lakeside had been removed. It was laid out further along the park. This has now been replaced
4) Proposed trees. A proposal had been made that a few trees be purchased to go along the edge of the Field. Whilst the Parish Council was not in a position to purchase these, it was felt that if there was any way of having a few donated, then that would be a good idea

795/11: Feedback from Community Improvement Committee
1) Jubilee. Several ideas had been discussed and, following the poor response to the clerks' letter to local businesses, it was finally agreed that a Jubilee dance should be held June 2nd at the Community Hall. This was agreed by all members present. Further meetings will be held, in the New Year to finalise all the details. In the meantime it was agreed that the Hall should be booked for that day.

796/11: Xmas lights
1) Switch on feedback
This had taken place on Saturday 3rd December. It was felt that, for next year, a meeting should be held, maybe two months prior, to discuss ways of improving this event

797/11: Notice Board
1) Broken door. The Clerk reported that the door of the notice board, outside of the Community Hall, had been vandalised. Cllr T Beard offered to see if it was repairable.

County Council Report: Cllr C Pidgeon sent her apologies

Police Report: PCSO Laura Buchanan reported that overall crime was down by 5.3% which is equal to 94 less crimes

Public matters :
1) A question was raised over the none locking up of Lakeside car park at night. The clerk was requested to follow this up and report back at the next meeting.
2) It was pointed out that the speed reminder, on the bridges was still not working. The clerk was requested to follow this up.
3) It was asked if The height reminder, for high sided lorries, was working and if it was possible to have it moved further back; allowing lorries more time to manoeuvre. The clerk was asked to follow this up.
4) Thanks, from the floor, was given for the hard cutting back of the hedge outside of the school.

1) Repairs to lights. The clerk reported that the Xmas lights had been tested and repairs of £195 were required. It was agreed that this should be carried out
2) Lights. Discussion on the extent of the Xmas lighting this year. It was agreed that the full lights be fitted and outside contributions sought
3) Switch on. This is to take place on Saturday 3rd December

763/11: Declaration of Members Interest: Cllr Walton declared an interest with regard 772/11: Concurrent Function. In that he is a member of the EBC scrutiny committee.

764/11: Open Session:
The Chairman invited the following to speak for the next 30 minutes and stated that this was the only time during the meeting that the public could make comments on any item on the agenda or give information to the meeting unless by invitation.

County Council Report: Cllr Cheryl Pidgeon
1) The speed reminder signs for Draycott Rd have now been approved and 2 will be fitted within the next few weeks
2) Dealing with Graffiti is now in hand and everyone is being encouraged to report when seen
3) The intention is to hold exercise classes for people with mobility/disability issues at the Community Centre on Draycott Rd
4) Is hoping to be able to source funding towards the Jubilee celebration next year
5) With reference to the ongoing discussion re a footpath between Sawley and Breaston. A meeting is to be held, on site, Monday 3rd October at 3.00pm, meeting at the Community Centre; between D.C.C. herself and any other council member who wishes to attend.
6) There is to be a consultation on the Winter Rd Maintenance programme. The consultation finishes on October 12th 2011 and if anyone wishes to contribute they can visit the web-site on www.derbyshire.gov.uk/gritting

Police Report: P.C. Chris Grey and PCSO P Boss
P.C.Grey informed members that crime, year on year, had fallen by a total of 43

Public matters :
1) Speeding on Wilne Rd. Cllr Pidgeon has this in hand
2) Question re the situation on the proposed Health Centre on Draycott Rd park. The members were informed that this has now been referred back to the planning dept.
3) Dog mess on Draycott Rd park. People were asked to make a note of the description of both dog and owner and report back, anonymously if preferred..

765/11: The minutes of the previous meeting, held 26th July 2011, were accepted as a true and accurate record

766/11: Report of the Clerk.
1) Matters raised from previous meeting
a) Condition of Tamworth Rd. Cllr C Pidgeon informed the members that this is in hand
b) School hedge, Draycott Rd,. This has now been cut. It has been agreed that permission be sort, from the School, for the Parish Council to have the hedge cut back and if given, to put this in hand


2) Correspondence:
a) Dog Mess etc A letter had been received by a resident in regards to the entrance to Lakeside Park from Anstee Rd and anti-social behaviour etc. After speaking to the local Police it was found that there had been very few complaints and the decision was made that no action , re the entrance, be taken.
b) Large Ash Tree on Lakeside. A complaint had been received over the felling of the trees. The clerk informed the members that the complainant had been written to explaining that the said trees were either diseased or dead.
c) P.R.U. Possible Drug usage in land behind shops. This followed correspondence from the Head. The clerk has forwarded his concerns onto the Police.
d) Borough and Parish Forum. A meeting is to be held on 24th October. Both the clerk and Cllr R Allen said they would be attending

769/11: Parish Footpath Walk. Feedback
This had been an excellent walk with 4 Parish Councillors, 1 County Councillor and 5 members of the public. This was the first walk of its kind with only two problems encountered, these to be reported to relevant dept. It was agreed that this should be an annual event, with the next one taking place on September 8th 2012. It was also suggested that a map of all the footpaths in the area should be obtained.

Cllr R Allen reported on a meeting he had attended on this matter. Although Concurrent Function is to be re-assessed, no decisions have yet been made and a thorough review is to take place. This will include contacting all the Parish Councils to discuss their individual needs

773/11: Xmas Lights.
Under the new financial constraints discussion is to take place as to the feasibility of having all the Xmas lights, as in previous years, or to reduce the amount fitted.

3) An on site meeting with Derbyshire Highways and Mr Mann re a footpath between Sawley and Breaston.

756/11: Parish Footpath Walk.
It was agreed that this should take place on Saturday September 10th with a 2.00pm start, meeting at the Community Hall

757/11: Lakeside Park.
1) Reduction or felling of large Ash tree. The clerk had received 2 estimates for this work, with one being considerably less than the other. However, the main discussion was over the report which stated that the tree was diseased and would, at some time have to be felled. Cllr T Beard felt that another report and estimate should be obtained, in the hope that the tree could be saved. After some discussion Cllr J Hemsley proposed that Cllr Beard should follow this up and report back as soon as possible. This was seconded and agreed by all members present. It was also agreed that, due to the next meeting not being until September, if the tree needed to be felled and, if the price was lower than the previous estimate, the clerk should give the go-ahead for this work

4) A member of Sawley All Saints Church group presented the "Mission Action Plan" and said they would be conducting a survey in Sawley

730/11: The late Cllr Bill Camm.
Following the untimely death of District Councillor Bill Camm; several members wished to express their gratitude for all the work he had done over the years for the people of Sawley and say how unstinting he had been in all he had done.
It was noted that it was family flowers only, with a request that a donation be made to one of the chosen charities. It was agreed that the clerk would obtain the price of a wreath and make a donation for the same amount. Up to a maximum of £50.

731/11: As there was a vacancy on the Parish Council it was agreed that Mr T. Beards name be put forward for co-option. A vote was held, in camera, and it was unanimously agreed that he should be co-opted. Thus giving a full compliment of Councillors

There was a brief discussion re this with no real outcome. However, Cllr Walton will look at the possibility of outside funding.

There is to be a public meeting, held by the local Vicar to discuss the forthcoming closure of the Churchyard. Whilst the Parish Council are unable to help financially, it does give its backing to this

MINUTES OF THE SAWLEY PARISH COUNCIL ANNUAL MEETING HELD ON TUESDAY 17th MAY 2011, AT THE SAWLEY COMMUNITY HALL

Before the meeting began, the Chairman asked all present to stand and observe a minutes silence in remembrance of Cllr Bill Camm, who recently passed away

2) Chairman's Report. Cllr Owen Llewellyn
This annual report is with regard to the 4th and final year of the 2007 to 2011 session of Sawley Parish Council, which means I have had 4 years as chair, 4 years I have enjoyed very much.

Looking back through the minutes of Parish Council meetings for year 2010/11 the main item that has dominated proceedings has continued to be Lakeside Park. Hopefully its prominence in the minutes will now recede as the main works are now complete and we should now be moving to a position of managing the park, and if funds permit, improving it.
Throughout the year we have had to overcome several problems to bring this project to a conclusion.
Receiving planning consent eventually led to construction of the car park. This was followed by replacing the Tamworth Road fencing and provision of the car park perimeter fence. Planting of bulbs and plants and trees around the car park and providing the entrance pathway, along with park and car park signs, waste and dog bins almost completed the project.
The final problem of the year was to provide appropriate measures to prevent vehicles damaging the entrance flower beds by driving over them - completed just last week.
We were able to officially declare the park open to the public on Saturday the 4th December 2010.
One unforeseen event was the resignation of our Park Attendant towards the end of the year but we were able to find a replacement without any period without an attendant.

During the year the poor state of the Draycott Road flower beds was brought to our attention, we concluded that the only way to resolve the problem was to rebuild and replant it and put in place a maintenance contract.

We once again organised a Sawley War Memorial Remembrance Service sub-committee to bring together all interested persons and organisations to set out a concise programmed sequence of events for the Remembrance Service so that it would run smoothly on the day. As the previous years had been well planned and had gone well it was merely a case of tidying up and tweaking minor problems. It once again went well, the Police doing more than we asked, the only minor problem was with the procession from the Church, which was outside of the Parish Councils' responsibility.
So far as Sawley Parish Council is concerned I must once again thank our Parish Clerk Ken Johnson and Councillor John Hay-Heddle for their additional hard work in making the ceremony happen and go smoothly.

The Parish Precept: Careful management of our funds has meant we were very pleased to be able to once again hold the Parish Council precept on Sawley residents at £11,000 for 2011/2012 financial year. As our main expenditure is now the management of Lakeside Park we will have to keep a tight rein on expenditure.
The continued possibility of withdrawal of the concurrent function will mean that if that occurs we may have to make cuts, possibly to the Christmas lights provision.

Conclusion of the Lakeside project does mean we ought to give some time to finding other projects within the Parish, however, we must also bear in mind that we may simply not have sufficient funding for all the things we would wish to do within the Parish.
Perhaps we should formulate some ideas for the Parish to celebrate the Queen's Diamond Jubilee at the beginning of June 2012 - As I have said though, we may have to investigate means of funding from outside bodies if we do so.

Finally, as I have said on many occasions before, I would once again like to personally thank our Parish Clerk and R.F.O. Ken Johnson on behalf of myself and all Sawley Parish Councillors for all his continuing hard work during the year. As always, much of the work he has done has been above and beyond the call of duty. Without him Sawley Parish Council would not have operated so efficiently.

3) Questions from the floor:
Although there were no questions from the floor re the Chairman's report, there were three concerns that were expressed
a) Parking of vans on the grass verge, opposite the Garage on Tamworth Rd
b) Rubbish etc outside the factory, opposite All Saints Church.
c) Bill boards outside of the Bell Inn
