Police Report:
Both month on month and year on rear there was a slight reduction in reported
crime
Public matters :
1) concern was expressed over the fact that the hedge has been removed from
the edge of Draycott Rd Park, Where the new Health Centre is to be built.
This was against what had been agreed. The Clerk was requested to contact
the Borough council planning department.
2) Parking on Mikado Rd, by the train users, is again causing problems. Cllrs
D Walton and R Woollford are to follow this up

55/13: Presentation and signing off of year end accounts and acceptance of
the Annual Governance Statement, plus Budget update .
Both the accounts and the Audit for the Audit Commission were presented and
a review of the annual governance statement was undertaken. These were accepted
by all members present and duly signed off by the chairman
56/13: Lakeside
1) Picnic Table. This has now been fitted
2) Park Gates. These have now been fitted
3) Car Park. The gravel surface has now been completed. There was discussion
over the effect of both Lorries and vans on he surface and the detrimental
effect these have on the car park. It was agreed that a height restriction
barrier be fitted. The clerk had already obtained details and prices for this.
The restriction height to be 6ft 6" with the restriction height displayed
on the barrier. On a vote, at which 8 agreed and 1 disagreed. It was decided
to have the more substantial, so consequently more expensive one fitted. The
clerk was asked to check with the insurance company, to ensure that everything
complied with the Risk Assessment policy
57/13: Jubilee Benches
1) By the Railway Bridge. This has now been fitted
58/13 Borough & Parish Forum meeting. Feedback by Cllr R Allen
1) At present the existing levels of Concurrent Function will be maintained.
2) Boundary Commission review. The objective of this is to redraw boundary
ward boundaries to attempt to avoid any ward having a difference of more than
+10% or -10% of average number of electors per Councillor.

Minutes of The Communications Sub-Committee meeting held at:Sawley Women's Institute Hall, Wilne Road, Sawley on Tuesday 2nd April 2013 at 7:00pm
1 - Attendance:
Parish Councillors: Owen Llewellyn (Chairman & Minutes), Geoff Daxer and
Rodney Allen.
2 - Apologies:
Parish Clerk: Ken Johnson. None received from Councillors - the Chair thought
this odd, as he was sure other members had said they would be attending.
3 - Minutes of last meeting and matters arising (not on this agenda):
No meeting held in recent history.
4 - A communication (in the form of a newsletter?) to Sawley Parishioners
from The Parish Council:
The above was the subject for which the meeting had been called and requested
to discuss - however the member requesting the meeting was not present.
The following are the notes taken during the discussion that took place, as
there was no fixed agenda:
The Sub-Committee inspected a copy of "The Lakes Parish Council Newsletter" presented to the meeting. They noted that although labelled "July" it was full of items that were "annual" and Lakes P.C. covers a much larger area than Sawley. It filled 4 x A5 sides with 2 columns per page, it was an A4 sheet of paper printed both sides then folded in half.
Sub-Committee Members though it was an ideal size for a newsletter, but questioned whether we would have enough material to fill it? Photographs could be used as "fillers"!
The question was asked as to what do our neighbouring Parish Councils in Derbyshire, Leicestershire or Nottinghamshire produce - If anything. All Parish Councillors to be asked to look out for neighbouring Parish Newsletters and to try and obtain a copy if possible.
Sub-Committee Members considered that it was a good idea that there should be an information newsletter delivered to all Sawley parishioners.
A suggestion that we use a page (probably require payment or donation) in the Parish Church Magazine was thought good. But what was its circulation? Considered that circulation may be low.
Parish Church magazine was perhaps a place we should at least have dates of Parish Council Meetings with time and venue listed - Parish Clerk to be asked to enquire of the Church for possible inclusion of this information.
If we produced a newsletter - how frequently would we publish, not less than 6 monthly but more likely annually?
Someone would have to create and edit and present something for publication - An email had been received from Parishioner Alan Ireson offering to design something for us, he stated he was Communications Manager at Derby City Council. If we go ahead we could take up his offer. However, he would have to be supplied with the raw material. Someone would have to do that - Who?
Printing: How much would a double sided and folded in half A4 newsletter cost to print and produce - 3000 copies would be required. Parish Clerk to be requested to obtain rough costing from local printers.
Delivery: Parish Councillors had offered to deliver "a few" newsletters, that offer would not satisfy delivery to all 3000 Sawley households. It had been suggested that there was a delivery service available locally at a cost of £30 per 1000, which means in our case a total cost of £90. If this is true it was thought very reasonable. More information (confirmation of this cost) was required.
Meanwhile: Publication of Parish Council Agenda and Minutes - It was suggested these be affixed to the Parish notice boards, Cllr. Geoff Daxer volunteered to do this.
5 - Date of next meeting:
The Sub-Committee would reconvene when the answer to all the above unknowns was known.

39/13: Donation by Derbyshire County Council Community Leadership scheme.
£600 has been received from Derbyshire County Council from the above
fund, which had been kindly offered by Cllr Cheryl Pidgeon. The parish Council
expressed it thanks and gratitude for this donation to both Cllr Pidgeon and
D.C.C.which is for specific work on Lakeside Park
40/13: Lakeside
1) Beech Hedge. It was agreed that, on the recommendation of the maintenance
contractor, this hedge be reduced in height, therefore reducing the cost on
future maintenance. This to be done at a cost of £200
2) Stump & root removal. The clerk had authorised this work, at a cost
of £50, which, following the clearance work previously carried out,
was causing potential trip hazards.
3) Picnic Table. This, including the car park repairs, is being done under
the above donation. The clerk informed members that they were able to have
a larger table than originally suggested, within the same price range, due
to being able to obtain the stone for the car park at a lower price. Both
this and the new entrance gates, onto the park should be completed tomorrow
(Wednesday)
4) Car Park. Still awating confirmation. Clerk to follow up

Crime figures had reduced year on year by 7
P.C.S.O. Paul Boss Informed members that he was leaving Sawley and moving
to a new area. He also mentioned that he was not being replaced. The clerk
was requested to write to the new Police Commissioner expressing their concern
over this.
The Parish Council members unanimously expressed their thanks to P.C.S.O Boss
for all the hard work and effort he had put into policing Sawley.

22/13: Localism Act 2012 - Code of Conduct - Dispensations to Council members
1) Acceptance of above. This was duly accepted by all members present
2) "RESOLVE that the Council delegates the power to grant dispensations
to the Clerk. The power rests with the relevant authority under section 33(1)
of the Localism Act 2011 and the basis is set out under
section 33(2). "
23/13: Lakeside
1) Maintenance Contracts: Three quotes had been sought and received. Premier
Landscaping, Horizon Landscaping and The Dirty Wellies Gardening Company.
After a long discussion and one failed vote it was agreed that, before any
decision be made, the Clerk should clarify how their visit schedule compared.
This would then ensure a fair comparison when looking at costs
2) It was also agreed that the grass on one of the raised beds at the War
Memorial be replaced with decorative gravel
3) Proposal for gates off Anstee Rd. This is to allow access for larger mowers
onto the park. It was agreed to accept the Horizon Landscapes quote and have
the galvanised gates made and fitted
24/13: Jubilee Benches
Although the clerk has continued to follow this up, as yet the two remaining
benches have not been fitted. Cllr D Walton reported that Cllr Jo Bonner was
unwell and that he would follow this up.
25/13: Trees Tamworth Rd. Short report by Cllr T Beard
Although he has had several meetings and conversation with those concerned,
so far, there has been no movement on this, by either D.C.C. or E.B.C. with
both still disclaiming ownership. Cllr Beard said he will continue with this
until it is resolved

1) Cllr Mrs Pidgeon informed members that she had put an application for funds
to help the Parish Council in improvements to Lakeside Park. The members expressed

Public Matters:
1) A question was asked about the speed reminders in Draycott Rd that seem
to have disappeared. Cllr C Pidgeon to follow up.
2) The amount of dog excrement on the pavements. It was suggested that the
clerk write to the Schools asking them to remind parents, who walk their dogs
to school, along with the children, clean up after them. Cllr C Pidgeon also
offered to help distribute letters, written by the Parish Council, to all
households, urging them to help in this matter.

1) Car Park. The clerk informed the members that an offer had been made to
improve the surface of the car park if the Parish would provide the materials.
D.C.C. Cllr Mrs C Pidgeon has agreed to apply from her funding to help with

2) Land behind Co-op. The Work here has now been completed and adds an extra
perspective to the Park. A suggestion was made that, as there is a hard base
within the area, a picnic bench/seat be placed there. D.C.C. Cllr Mrs C Pidgeon
has agreed to apply for funding to help with this

Report handed out. There was a lengthy discussion on the problem with who
has responsibility for the long hedge on Tamworth Rd. It was agreed that the
clerk should contact Phillip Wright, who had agreed to follow this matter

1) Lights. The Clerk has been assured that these will all be in place in time
for the switch on. The clerk also informed members that the Co-op have now

2) Lights Switch on. The painting competition to choose the young person who
will switch on the lights has taken place. Winner to be announced on the night.
This will all take place tomorrow evening, Wednersday 5th December
125/12: Lakeside
1) Xmas tree. This has now been planted
2) Land behind Co-op. Whereas All agreement had been reached with D.C.C. over
this . The clerk has been informed that D.C.C. does not actually own this
plot of land. However, they will investigate this with the help of the Land
Registry and will keep the members informed accordingly
3) Bulb Planting. Due to adverse weather condition this was postponed.
126/12: Cllr J. Hay Heddle. Complaint
This follows reports of adverse comments that had been made at an E.B.C. meeting.
Cllr J Hay-Heddle proposed that a letter be sent to the relevant people reminding
them of the care they should take in the comments they make. This was seconded
by Cllr R Allen and with a vote of 6 fo, 1 against and 1 abstention it was
agreed that this should be done.
127/12: Remembrance Sunday Feedback
It was agreed that this went gone well, with an excellent attendance. There
were small points raised that will ensure an even smother event next year.
These will be discussed at the next sub-committee meeting
128/12: Jubilee Benches
It has now been arranged as to where the three Jubilee seats, given by E.B.C.
are to be placed. One on Lakeside playing field, one close to the Railway
Bridge and the other close to the War Memorial.
129/12: Hedge, Tamworth Rd.
Following previous discussion re the reducing of the height of this hedge
and the recommendation of consultation with the residents on the Service Rd.
Before consultations took place it was thought advisable to ensure that the
funds were available by the relevant Council to carry out this work. The clerk
informed members that at this moment in time both Erewash Borough Council
and Derbyshire County Council are denying ownership and that, until this is
decided no further action can be taken. However, it was agreed that the Parish
Council should continue to pursue this until a resolution has een achieved.
130/12: Parish Council Meetings, future venues discussion
The Clerk had been requested to look at other venues for the Parish Council
meeting on a cost saving exercise. It was reported that a local Methodist
Hall was available at a lower cost, with all the facilities required. It was
agreed that the February meeting should be held there to assess its suitability.

1) Jubilee Bench. This has now been fixed in place
2) Land behind the Co-op. Although this was offered to the Parish Council
it was felt that as no financial help for clearing the area was forthcoming
from D.C.C the Parish Council was not in a position to take this on
3) Xmas Tree. This is to be planted on 3rd November. However there was a long
discussion as to where it is to be placed. There was eventual agreement that
a site meeting should be held tomorrow evening
4) It was stated that the maintenance contract, for both Lakeside and Draycott
Rd Garden should be put out for tender. This was no reflection on the current
contractor, but to comply with the Councils regulations
112/12: Land Adjacent to 5 Roosevelt Av. It was agreed that as this land is owned by, as yet, someone unknown the Parish Council is not in apposition, either legally or financially to take responsibility for this. It was noted however, that both D.C.C. and E.B.C are looking at the matter

It was agreed, by all members present, after a proposal by Cllr G Daxer, seconded

1) Lights. The clerk has had a meeting with the contractor to look at the
light situation. They will forward on a report ASAP. The clerk has also written
to the Co-operative H.Q to ask about their intention with regards to power
in there shop, from which to feed the lights
2) Lights Switch on. It was agreed that a su-committee meeting should be held
to organise this
84/12: Hedges.
1) Draycott Rd School Hedge. It was agreed that Sawley Parish Council should
arrange to have this cut
2) Tamworth Rd Hedge. The Clerk has had a meeting, with a representative from
E.B.C. to discuss this. Their suggestion was to cut it down to 5foot and then
let it grow to 8foot. The members felt that maybe this was a little drastic
and that the residents, on the service Rd are contacted before any work is
carried out, as they would be the most affected.

1) Jubilee Bench. This will be fitted in early August
2) Land behind the Co-op. There are problems within this area. However before
any action can be taken ownership must be established. The clerk is following
this up

It has been agreed that Sawley be given 4 benches. 1x Railway Station 1x Haddon
Way Park 2x Lakeside Park
87/12: Women's Institute Bench.
It was agreed that, should the Women's Institute, in Sawley, cease to exist,
the Sawley Parish Council will take responsibility for the upkeep of this
bench, on condition that it is not a wooden one.

1) Cllr R Allen had been elected as Chairman for the forthcoming Year
2) The main subject was that of the proposed Code of Conduct

1) Feedback. Although the evening went well, there was disappointment at the
low turnout. A vote of thanks was given to Cllr D Walton for his work on the
BBQ and EBC cllr Jo Bonam for her time and effort in providing, free of charge,
all the advertising material.

cost to the Parish was £147.88

1) Jubilee Bench. With the donation from Derbyshire County Council it was
agreed that a bench be ordered from Erewash Borough Council Who would both
supply and fit at the agreed price
2) Jubilee Tree. It was agreed that all remaining money from DCC would be
put towards the Tree. It was accepted that this may not be planted before
October
